According to the Special Rapporteur on traditional practices affecting the health of women and the girl child, the practice of forced marriage deserved increased scrutiny by the international community, as this practice would not be eradicated until women were considered full and equal participants in the social, economic, cultural and political life of their communities.

53. At its 15th meeting, on 15 August 1996, the Special Rapporteur on traditional practices affecting the health of women and children, Ms. Halima Embarek Warzazi, presented her final report (E/CN.4/Sub.2/1996/6).

In resolution 2004/23, the Special Rapporteur on traditional practices affecting the health of women and the girl child was requested to submit an updated report at its fifty-seventh session.

1. In its resolution 1996/19, the Sub-Commission on the Promotion and Protection of Human Rights set out the mandate of the Special Rapporteur on traditional practices affecting the health of women and the girl child.

In resolution 1999/81, the Commission also decided to approve the recommendation of the Sub-Commission on Prevention of Discrimination and Protection of Minorities that the mandate of the Special Rapporteur on traditional practices affecting the health of women and the girl child be extended in order to ensure the completion of her task.

25. On 17 February 1999, the Special Rapporteur on violence against women issued a joint statement with the Special Rapporteur on traditional practices affecting the health of women and girl children with regard to the decision of a French court to sentence a woman convicted of excising 50 girls to eight years imprisonment.

31. The Committee has requested that it be provided with the preliminary reports submitted by the Special Rapporteur on traditional practices affecting the health of women and children and is thus aware of the Plan of Action for the Elimination of Harmful Traditional Practices affecting the Health of Women and Children.

As noted by the Special Rapporteur on traditional practices affecting the health of women and children, violence is one of the crucial mechanisms by which women are forced into a subordinate position compared with men (E/CN.4/Sub.2/1995/6, para. 51).

38. the Special Rapporteur on traditional practices affecting the health of women and the girl child submitted her fifth report to the Subcommission on the Promotion and Protection of Human Rights at its fifty-third session (E/CN.4/Sub.2/2001/27).

As often pointed out by the Special Rapporteur on traditional practices affecting the health of women and the girl child, such programmes are " key elements in efforts to combat traditional practices affecting the health of women and the girl child " (E/CN.4/Sub.2/1999/14, para. 45) and other religiously or culturally based discriminatory practices.

At its fiftysixth session, the Commission on Human Rights, in its resolution 2000/85, took note of SubCommission resolution 1999/13 and urged the Office of the United Nations High Commissioner for Human Rights to provide administrative assistance to the Special Rapporteur on traditional practices affecting the health of women and the girl child of the SubCommission to enable her to proceed with her work.
112- وأحاطت لجنة حقوق الإنسان علماً، في قرارها 2000/85 الذي اعتمدته في دورتها السادسة والخمسين، بقرار اللجنة الفرعية 1999/13 وحثت مفوضية الأمم المتحدة لحقوق الإنسان على تقديم المساعدة الإدارية إلى المقررة الخاصة المعنية بالممارسات التقليدية التي تؤثر في صحة المرأة والطفلة والتابعة للجنة الفرعية لتمكينها من المضي في عملها.
