11. The Department continued to support the work of the Special Rapporteur on Disability of the Commission for Social Development, including by monitoring implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities.

18. Invites the Special Rapporteur on Disability of the Commission for Social Development to continue cooperating with the Council and to address it on activities undertaken pursuant to his/her mandate, in accordance with its programme of work.
18- يدعو المقرر الخاص المعني بالإعاقة التابع للجنة التنمية الاجتماعية مواصلة التعاون مع المجلس ومخاطبته بشأن الأنشطة المضطلع بها عملاً بولايته، طبقاً لبرنامج عمل المجلس.

18. Invites the Special Rapporteur on Disability of the Commission for Social Development to continue cooperating with the Council and to address it on activities undertaken pursuant to his/her mandate, in accordance with its programme of work.

6. Recognizes the work done by the Special Rapporteur on Disability of the Commission for Social Development, encourages him to continue to pay special attention to children with disabilities, and welcomes the invitation by the Economic and Social Council, in its resolution 1997/20 of 21 July 1997, to enhance cooperation between the Special Rapporteur and the Committee;
٦ - تعترف بالعمل الذي قام به المقرر الخاص المعني بالإعاقة التابع للجنة التنمية الاجتماعية وتشجعه على مواصلة إيلاء اهتمام خاص لﻷطفال المعوقين وترحب بدعوة المجلس الاقتصادي والاجتماعي، في قراره ٧٩٩١/٠٢ المؤرخ ١٢ تموز/يوليه ٧٩٩١ إلى تعزيز التعاون بين المقرر الخاص واللجنة؛

40. In resolution 2000/51, the Commission on Human Rights invited the United Nations High Commissioner for Human Rights, in cooperation with the Special Rapporteur on Disability of the Commission for Social Development, to examine measures to strengthen the protection and monitoring of the human rights of persons with disabilities.
40 - دعت لجنة حقوق الإنسان في قرارها 2000/51 مفوضة الأمم المتحدة السامية لحقوق الإنسان إلى القيام، بالتعاون مع المقرر الخاص المعني بالإعاقة التابع للجنة التنمية الاجتماعية، ببحث تدابير لتعزيز حماية ورصد حقوق الإنسان للمعوقين.

3. The connection between human rights, violations of fundamental freedoms and disability was further elaborated in a report entitled " Human rights and disabled persons " prepared by the Special Rapporteur on Disability of the Commission on Human Rights in the early 1980s.
3 - وجرى أيضا بتوسع تناول الصلة بين مسائل حقوق الإنسان، وانتهاكات الحريات الأساسية، والإعاقة في التقرير المعنون " حقوق الإنسان والمعوقون " الذي أعدّه في مطلع الثمانينات المقرر الخاص المعني بالإعاقة التابع للجنة حقوق الإنسان.

16. Under the terms of paragraph 18 of its resolution 7/9, the Council will invite the Special Rapporteur on Disability of the Commission for Social Development to continue cooperating with the Council and to address it on activities undertaken pursuant to his/her mandate, in accordance with the Council's programme of work.
16- بموجب أحكام الفقرة 18 من القرار 7/9، سيدعو المجلس المقرر الخاص المعني بالإعاقة التابع للجنة التنمية الاجتماعية إلى أن يواصل التعاون مع المجلس وأن يخاطبه بشأن الأنشطة المضطلع بها عملاً بولايتـه، وفقاً لبرنـامج عمل المجلس.

16. The post of the Special Rapporteur on Disability of the Commission for Social Development, mandated since 1994 to monitor the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities, has also been involved in advocating for Governments to include and integrate persons with disabilities into national legislation and programming.
16 - كما جرى إشراك منصب المقرر الخاص المعني بالإعاقة التابع للجنة التنمية المستدامة، المنوط به منذ عام 1994 رصد تنفيذ القواعد الموحدة بشأن تحقيق تكافؤ الفرص للأشخاص ذوي الإعاقة، في دعوة الحكومات إلى إشراك وإدماج الأشخاص ذوي الإعاقة في سن التشريعات ووضع البرامج على الصعيد الوطني.

3. Shuaib Chalklen (Special Rapporteur on Disability of the Commission for Social Development) discussed the financial relationship between donors and recipient countries in the field of disability.
3 - وتناول شويب تشالكلن (المقرر الخاص المعني بالإعاقة التابع للجنة التنمية الاجتماعية) العلاقة المالية بين الجهات المانحة والبلدان المستفيدة في مجال الإعاقة.

76. Mr. Chalklen (Special Rapporteur on Disability of the Commission for Social Development) said that, although most African countries had ratified the Convention, further efforts were required to promote its implementation on that continent.

While the question of a special convention has generated considerable interest, fundamental questions remain as to its scope and purpose as observed in the report of the Special Rapporteur on Disability of the Commission for Social Development. In his report, the Special Rapporteur identified the following basic questions: What areas should a future convention cover?

In order to avoid duplication, the present report focuses on the protection afforded by international human rights law to persons with mental disabilities.2 The need to fill this information gap has been highlighted by the Special Rapporteur on Disability of the Commission for Social Development (E/CN.5/2002/4).
وبغية تفادي الازدواجية، يركز هذا التقرير على الحماية التي يوفرها القانون الدولي لحقوق الإنسان للمصابين بالأمراض العقلية(2). وقد أبرز الحاجة إلى سد هذه الفجوة في المعلومات المقرر الخاص المعني بالإعاقة التابع للجنة التنمية الاجتماعية (E/CN.5/2002/4).

14. The Special Rapporteur on Disability of the Commission for Social Development has highlighted the importance of systematic exchanges of experiences and ideas between bodies and organizations of the United Nations and programmes in the disability field in each of his monitoring reports (see A/52/56, E/CN.5/2000/3 and E/CN.5/2002/4).
14 - ركَّز المقرر الخاص المعني بالإعاقة التابع للجنة التنمية الاجتماعية على أهمية التبادل المنتظم للخبرات والأفكار بين هيئات ومؤسسات الأمم المتحدة والبرامج العاملة في مجال الإعاقة في كل واحد من تقاريره بشأن الرصد (انظر A/52/56 و E/CN.5/2000/3، و E/CN.5/2002/4.

27. Ms. Gendi (Egypt) said that while the coming into force of the Convention was itself an achievement, it was important to ensure coordination between the Convention and other previously existing instruments, and in particular with the Special Rapporteur on Disability of the Commission for Social Development.

Presentations were made by six panellists: Shuaib Chalklen (Special Rapporteur on Disability of the Commission for Social Development), Maria Verónica Reina (Global Partnership for Disability and Development), Yasunobu Ishii (Nippon Foundation), Diane Mulligan (Equality 2025), Vanda Guiomar Pignato (First Lady of El Salvador/Organization of American States Committee) and Josephine Sinyo (Kenya Law Reform Commission).
