The Secretary-General, therefore, considers that the implementation of the strategic heritage plan may proceed simultaneously with major capital projects to meet long-term accommodation needs at United Nations Headquarters if they were financed by a third party and approved by the General Assembly.

In its resolution 60/282, the General Assembly stressed the need for a long-term strategy for the office accommodation at United Nations Headquarters and requested the Secretary-General to conduct a comprehensive study on the feasibility of constructing a building on the North Lawn of the United Nations Headquarters compound.
