50. The Special Rapporteur accordingly endorses and strongly urges all Member States of the United Nations to accept and implement the recommendation made to the Human Rights Council in February 2010 by the United Nations Joint study on global practices in relation to secret detention in the context of countering terrorism, that:
50- من ثم يؤيد المقرر الخاص ويحث الدول الأعضاء في الأمم المتحدة بشدة على قبول وتنفيذ التوصية المقدمة إلى مجلس حقوق الإنسان في شباط/فبراير 2010 في إطار دراسة الأمم المتحدة المشتركة بشأن الممارسات العالمية المتصلة بالاحتجاز السري في سياق مكافحة الإرهاب، بأن:

55. On 21 October 2011, four mandate holders sent a letter to Djibouti related to their joint study on global practices in relation to secret detention in the context of countering terrorism.

A joint study on global practices in relation to secret detention in the context of countering terrorism, conducted by a number of special procedures mandate holders (see A/HRC/19/44) identified a pattern of incommunicado detention of political prisoners in secret or unofficial detention facilities.
