The function of the Office for Policy and Planning does not run parallel, nor does it duplicate the functions of the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

The Committee was informed that the Deputy Special Representative of the Secretary-General for Governance and Stabilization is the Resident Representative of the United Nations Development Programme (UNDP), who is currently at the D-2 level.

The incumbent would also carry out liaison with other actors involved in the disarmament, demobilization and reintegration process, in particular the World Bank, and prepare periodic reports and briefings for the Deputy Special Representative of the Secretary-General for Governance and Stabilization on the status and progress of the disarmament, demobilization and reintegration programme.

The Human Rights Section was active in the integrated reporting process within UNAMSIL, both in Freetown and in the provinces, and contributed inputs on human rights and the rule of law to the National Recovery Strategy for Sierra Leone through the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

With support from OHCHR, the Human Rights Section participated in the United Nations Development Assistance Framework for 2004-2007 and has continued to provide substantial inputs on issues related to human rights and the rule of law to the National Recovery Strategy for Sierra Leone through the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

The Committee stresses that for the coordination envisaged in the report of the Security Council mission (S/2000/992) to work well and be effective, all actors in Sierra Leone must be willing to accept the coordinating role of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

40. The Committee points out that some policy planning functions of the Office for Policy and Planning (see A/55/805, para. 27 (g)) may run in parallel with, or may even duplicate those of the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

(ii) Demobilization Officers (two P-4 posts). The incumbents would assist the Chief of the Disarmament, Demobilization and Reintegration Management Unit and Senior Adviser to the Deputy Special Representative of the Secretary-General for Governance and Stabilization in the day-to-day support for the disarmament, demobilization and reintegration programme and coordinate UNAMSIL efforts for the field sites and activities.

Accordingly, the post of Deputy Special Representative of the Secretary-General for Operations and Management was downgraded from the Assistant Secretary-General level to the D-2 level, for the Chief Administrative Officer (see A/57/772/Add.3, para. 23); therefore, the only remaining Assistant Secretary-General post in the Mission is that of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.
وتبعا لذلك فقد تم خفض مستوى وظيفة الأمين العام المساعد التي كان يشغلها نائب الممثل الخاص للأمين العام لشؤون العمليات والإدارة من رتبة الأمين العام المساعد إلى الرتبة مد - 2 ليشغلها كبير الموظفين الإداريين (A/57/772/Add.3) ولذلك فإن الوظيفة الوحيدة المتبقية من رتبة الأمين العام المساعد للبعثة هي وظيفة نائب الممثل الخاص للأمين العام لشؤون الحكم وتحقيق الاستقرار.
