11. The new Constitution was negotiated as a result of the 1999 United Kingdom Government White Paper on the relationship between the United Kingdom and its Overseas Territories, entitled " Partnership for progress and prosperity: Britain and the Overseas Territories " .

It was negotiated as a result of the 1999 United Kingdom Government White Paper on the relationship between the United Kingdom and its Overseas Territories, which required the Territories to amend their local legislation in certain areas, in order to meet international standards.

B. Position of the administering Power 54. On 8 October 2001, the representative of the United Kingdom made a statement before the Fourth Committee (see A/C.4/56/SR.3), in which she welcomed the opportunity to present her Government's position as administering Power and to report on further progress made towards the modernization and development of the relationship between the United Kingdom and its Overseas Territories.
