3. The procedures shall complement the work performed by other Convention bodies and the financial mechanism established under Article 13 of the Convention.

Article 4(2) of the Protocol requires the Community and its Member States to notify the Secretariat, established by Article 8 of the Convention, of the terms of this agreement on the date of deposit of their instruments of ratification or approval.

(e) To request the Secretariat, working within the financial mechanism established under Article 13 of the Convention, to establish funding arrangements to implement the selected option;

٧- وقد أصدرت ٣٤ دولة، عند تصديقها على العهد الدولي الخاص بالحقوق المدنية والسياسية أو بعد ذلك، اﻹعلان المنصوص عليه في المادة ١٤ من العهد، واعترفت فيه باختصاص اللجنة المعنية بحقوق اﻹنسان المنشأة بمقتضى المادة ٨٢ من العهد بأن تتلقى وتدرس الرسائل التي تفيد بأن إحدى الدول اﻷطراف تدعي أن دولة طرفا أخرى لا تفي بالالتزامات المترتبة عليها بموجب العهد.

To evaluate and review, by 2004, the financial mechanism established by Article 10 of the Montreal Protocol with a view to ensuring its consistent, effective functioning in meeting the needs of Article 5 Parties and non-Article 5 Parties in accordance with Article 10 of the Protocol, and to launch a process for an external, independent study in that regard which shall be made available to the 16th Meeting of the Parties;
