An international organization was an intergovernmental organization: that definition appeared in various international conventions, such as the 1986 Vienna Convention on the Law of Treaties between States and International Organizations or between International Organizations and the 1975 Vienna Convention on the Representation of States in their Relations with International Organizations of a Universal Character.

This Vienna Convention on the Representation of States in their Relations with International Organizations of a Universal Character establishes a regime of immunity from jurisdiction applicable to the persons mentioned above, which it bases on the nature of the relationship between the persons and the State and, in particular, on the nature of the functions they perform within the mission or delegation.
61 - واتفاقية فيينا لتمثيل الدول في علاقاتها مع المنظمات الدولية ذات الطابع العالمي ترسي نظاماً للحصانة من الولاية القضائية ينطبق على الأشخاص السالفي الذكر، ويعتمد على طبيعة العلاقة التي تربط بين الشخص والدولة، ويرتبط خصوصا بالوظائف التي يؤديها في إطار البعثة أو الوفد.

32. In the Vienna Convention on the Representation of States in their Relations with International Organizations of a Universal Character, concluded in Vienna on 14 March 1975, the settlement of disputes regime is provided in articles 84 and 85.
32 - وفي اتفاقية فيينا لتمثيل الدول في علاقاتها مع المنظمات الدولية ذات الطابع العالمي المبرمة في فيينا في 14 آذار/مارس 1975()، تنص المادتان 84 و 85 على نظام لتسوية المنازعات.

" ١ - تطلب الى جميع الدول التي لم تنظر بعد في مسألة التصديق على اتفاقية فيينا لتمثيل الدول في علاقاتها مع المنظمات الدولية ذات الطابع العالمي أو الانضمام إليها، ولا سيما الدول التي تستضيف المنظمات الدولية أو المؤتمرات الدولية التي تعقدها المنظمات الدولية ذات الطابع العالمي، أو التي تعقد تحت رعايتها، أن تنظر في هذه المسألة في أقرب وقت ممكن؛

Mr. NATHAN (Israel), explaining his delegation's position on the draft decision just adopted, said that the matter to which it referred had been taken up in the context of the 1975 Vienna Convention on the Representation of States in Their Relations with International Organizations of a Universal Character.
