It was therefore imperative for the Subcommittee to clarify the legal implications of the utilization of the geostationary orbit and establish a special legal regime in that regard, supplementary to the 1967 Treaty on Principles Governing the Activities of States and the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies.
