The most vulnerable migrants, particularly victims of trafficking, irregular migrants and other migrants with tenuous legal status, faced physical and psychological abuse, degrading treatment and work conditions and unreported deaths and disappearances, remaining largely unprotected and isolated from society owing to their lack of documentation, their dependence on employers or traffickers and their fear of detention and deportation.

The Committee is concerned about the provisions of article 11 of the Immigration Control Act pursuant to which entry to the State party is denied to persons with psychosocial disabilities " who lack reason and are not accompanied by an assistant for their sojourn " , and of article 32 of the Welfare of Persons with Disabilities Act, which restrict basic disability services for migrants with disabilities.

13. Apart from the State Programme to Assist Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, there are no programmes to encourage migrants with professions and skills, or educational, economic, demographic, sociocultural and other profiles which the country needs and which would enable them to adapt and integrate successfully into Russian society, to take up permanent residence in the Russian Federation.

39. The Committee is concerned that migrants with intellectual or psychosocial disabilities are detained in migrant holding centres, that the authorities set stricter requirements for entry into the country for persons with disabilities and that persons injured as a result of falling from the train known as " La Bestia " ( " The Beast " ) receive inadequate care.
39- تعرب اللجنة عن قلقها بشأن سلب حرية المهاجرين ذوي الإعاقة الذهنية أو النفسية - الاجتماعية والاعتداء عليهم في مراكز إيواء المهاجرين، وبشأن كثرة الشروط التي تقتضي السلطات استيفاءها للسماح لذوي الإعاقة بالدخول إلى البلد وتردّي مستوى الرعاية المقدمة للأشخاص الذين تعرضوا لحادث السقوط من القطار المعروف باسم " الوَحْش " .

Requests the Secretary-General, within existing resources, to prepare a comprehensive overview of studies and analyses on the multidimensional aspects of migration and development, including the effects of migration on economic and social development in developed and developing countries, and on the effects of the movements of highly skilled migrant workers and those with advanced education;

International migration patterns have become more complex: more States have become countries of origin, destination and transition at the same time; short-term, highly skilled migration is on the rise; efforts to increase circular migration have intensified, increasingly on a bilateral or regional basis; and a growing proportion of highly educated migrants find work in high-income countries.
