While the declared intentions of India and Pakistan concerning the CTBT were good, it was time that the two countries put their words into action by acceding to it and by declaring a moratorium on the production of fissile material for nuclear weapons and participating in the negotiation of a treaty on the matter.
وفي حين أن النوايا المعلَنة لباكستان والهند فيما يتعلق بمعاهدة الحظر الشامل للتجارب النووية كانت طيبة فإن الوقت قد حان لقيام البلدين بوضع أقوالهما موضع التنفيذ، وذلك بانضمامهما للمعاهدة وإعلانهما وقف إنتاج المواد الانشطارية اللازمة لصنع الأسلحة النووية ومشاركتهما في التفاوض من أجل وضع معاهدة بشأن هذه المسألة.

(d) To promote, with regard to the Conference on Disarmament, the immediate commencement and early conclusion of negotiations on a treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices, or fissile material cut-off treaty, as indispensable steps towards fulfilment of the obligations and final objective enshrined in article VI of the Treaty.
(د) في ما يتعلق بمؤتمر نزع السلاح، تشجيع الشروع الفوري في إجراء مفاوضات بشأن إبرام معاهدة تحظر إنتاج المواد الانشطارية اللازمة لصنع الأسلحة النووية أو الأجهزة المتفجرة النووية الأخرى، أو معاهدة لوقف إنتاج المواد الانشطارية واختتامها المبكر باعتبارها خطوات لا غنى عنها من أجل الوفاء بالالتزامات والهدف النهائي المنصوص عليه في المادة السادسة من المعاهدة.
