وبموجب هذا الإجراء، لا تنفذ أي أنشطة إضافية مقترحة تتجاوز الموارد المتاحة في صندوق الطوارئ إلا عن طريق نقل موارد من مجالات ذات أولوية دنيا، أو إدخال تعديلات على الأنشطة القائمة.
