Such consultations constitute an important element of consensus resolution 48/162, the provisions of which obviously imply that, as part of the overall reform process, there is a dire need for a substantial increase in the resources for operational activities for development on a predictable, continuous and assured basis.
وتشكل تلك المشاورات عنصرا هاما في القرار ٤٨/١٦٢ المتخذ بتوافق اﻵراء، والذي من الواضح أن أحكامه تفترض ضمنا أن هناك حاجة ملحة، كجزء من عملية اﻹصلاح الشاملة، الى إحداث زيادة جمة في الموارد المخصصة لﻷنشطة التنفيذية من أجل التنمية على أساس يمكن التنبؤ به ويكون متواصلا ومؤكدا.

It is equally important to realize that restructuring alone cannot accomplish much in the area of socio-economic development without a substantial increase in resources for operational activities for development on a predictable, continuous and assured basis, commensurate with the increasing needs of the developing countries, as called for in resolution 48/162.
وعلى نفس القدر من اﻷهمية، علينا أن نعي أنه لن يمكننا عن طريق عملية إعادة التشكيل وحدها، أن نحقق الكثير في مجال التنمية الاقتصادية والاجتماعية دون زيادة كبيرة في الموارد المخصصة لﻷنشطة التنفيذية من أجل التنمية على أساس يمكن التنبؤ به ومتواصل ومأمون، يتناسب والاحتياجات المتزايدة للبلدان النامية، كما دعا اليه القرار ٤٨/١٦٢.
