After adopting the programme budget for the 1996-1997 biennium and making the related appropriations, the General Assembly had mandated additional activities to be implemented within existing appropriations; then, in its resolutions 50/231 and 50/232, it had requested the Secretary-General to submit a report to it containing proposals on how to realize savings in order to absorb such additional expenses.
