9. The future space assets protocol has a significant potential to facilitate the development of activities in outer space by enhancing the availability of commercial financing for such activities, thereby bringing benefits to countries at all levels of economic and technological development.
9- ينطوي بروتوكول الموجودات الفضائية المقبل على إمكانات مهمة الشأن في تيسير تطوير الأنشطة التجارية في الفضاء الخارجي بتعزيز توافر سبل التمويل التجاري لتلك الأنشطة، ممّـا يعود بمنافع على البلدان على جميع المستويات المختلفة من التنمية الاقتصادية والتكنولوجية.

11. Different views have been expressed on the legal capacity of the United Nations to assume the function of supervisory authority under the future space assets protocol.
11- وقد أُعرب عن آراء مختلفة بشأن الأهلية القانونية لدى الأمم المتحدة لتولّي وظيفة السلطة الإشرافية بمقتضى بروتوكول الموجودات الفضائية المقبل.

12. Different views have also been expressed on the political desirability of assumption by the United Nations of the function of supervisory authority under the future space assets protocol.
12- وأُعرب عن آراء مختلفة أيضا بشأن مدى الرغبة السياسية في تولّي الأمم المتحدة وظيفة السلطة الإشرافية بمقتضى بروتوكول الموجودات الفضائية المقبل.

Whereas the Secretary-General and his staff might be in a good position to perform such a function, in the view of some delegations, the exercise of this function would be subject to review by the States parties to the Cape Town Convention and the future space assets protocol.

Other delegations were of the view that if the United Nations were not to assume the function of supervisory authority under the future space assets protocol or the diplomatic conference convened for its adoption decides not to invite the United Nations to assume that function, the question of adopting a resolution would not arise.
35- ورأت وفود أخرى أنه إذا كانت الأمم المتحدة ستتولى وظيفة السلطة الإشرافية بمقتضى بروتوكول الموجودات الفضائية المقبل أو إذا ما قرر المؤتمر الدبلوماسي الذي يُعقد لاعتماده أن يدعو الأمم المتحدة إلى تولّي تلك الوظيفة، فإن مسألة اعتماد قرار لن تنشأ.
