The use of electronic catalogues as a source of quotations may in particular be considered to offer better opportunity for transparency in the selection of suppliers or contractors from which to request quotations, in that such selection can be evaluated against those suppliers or contractors offering relevant items in catalogues.

2. All suppliers or contractors that have presented tenders, or their representatives, shall be permitted by the procuring entity to participate in the opening of tenders.
2- تسمح الجهة المشترية لجميع المورِّدين أو المقاولين الذين قدّموا عطاءات، أو لممثّليهم، بأن يشاركوا في فتح العطاءات.

The procuring entity shall in addition promptly publish a notice of the cancellation of the procurement in the same manner and place in which the original information regarding the procurement proceedings was published, and return any tenders or proposals that remain unopened at the time of the decision to the suppliers or contractors that presented them.

(3) The procuring entity may, in the first stage, engage in discussions with suppliers or contractors whose tenders have not been rejected pursuant to provisions of this Law, concerning any aspect of their tenders.
(3) يجوز للجهة المشترية، في المرحلة الأولى، أن تجري مناقشات مع المورِّدين أو المقاولين الذين لم تُرفض عطاءاتهم بمقتضى أحكام هذا القانون، بشأن أيٍّ من جوانب تلك العطاءات.

If such information is to be changed subsequently, changes must be brought to the attention of suppliers or contractors to which the documents affected by changes were originally provided.
وإذا ما تقرَّر إحداث تغيير في تلك المعلومات في مرحلة لاحقة، فإنَّ التغييرات يجب أن يُسترعى بشأنها انتباه المورِّدين أو المقاولين الذين قُدّمت إليهم في البداية الوثائق المتأثرة بالتغييرات.

3. For the purpose of limiting the number of suppliers or contractors from which to request proposals, the procuring entity may engage in pre-selection proceedings.
3- لغرض الحدّ من عدد المورِّدين أو المقاولين الذين سوف تُطلَب منهم الاقتراحات، يجوز للجهة المشترية أن تقوم بإجراءات اختيار أولي.

2. The decision of the procuring entity to cancel the procurement and the reasons for the decision shall be included in the record of the procurement proceedings and promptly communicated to any supplier or contractor that presented a submission.
2- يُدرَجُ قرارُ الجهة المشترية بإلغاء الاشتراء وأسبابُ ذلك القرار في سجل إجراءات الاشتراء، ويُسارَع إلى إبلاغه إلى كل المورِّدين أو المقاولين الذين قدّموا عروضاً.

A maximum number may be appropriate, for example, where the procuring entity envisages that there will be more qualified suppliers or contractors presenting responsive submissions than can be accommodated.
