Art. 5.3: The Committee shall consider communications received under the present Protocol in light of all written information made available to it by the individual and by the State Party concerned.
المادة ٥-١: تنظر اللجنة في الرسائل التــي تتلقاهــــا بموجــــب هــذا البروتوكــول، فــي ضــــوء جميــع المعلومات الكتابية الموفرة لها من الفــرد المعنــي ومن الدولة الطرف المعنية.

“1. The Committee shall examine communications received under this Protocol in the light of all information made available to it by or on behalf of the author in accordance with paragraph 2, and by the State party concerned.
" ١- تنظر اللجنة في البلاغات التي تتسلمها بموجب هذا البروتوكول في ضوء جميع المعلومات الموفرة لها من قبل صاحبها أو من ينوب عنه وفقا للفقرة ٢، ومن قبل الدولة الطرف المعنية.

It recalls that, pursuant to article 5, paragraph 1, of the Optional Protocol, it shall consider communications received " in light of all written information made available to it by the individual and the State party concerned " .
وتذّكر بأنها عملاً بأحكام الفقرة 1 من المادة 5 من البروتوكول الاختياري، ستنظر في البلاغات الواردة في " ضوء جميع المعلومات الكتابية الموفرة لها من قبل الفرد المعني ومن قبل الدولة الطرف المعنية " .

8.2 As to the State party's suggestion that the Committee should investigate the author's allegations in Equatorial Guinea, the Committee recalls that pursuant to article 5, paragraph 1, of the Optional Protocol, it considers communications " on the basis of all written information made available to it by the individual and by the State party concerned " .
٨-٢ أما فيما يتعلق باقتراح الدولة الطرف الداعي إلى تحقيق اللجنة في غينيا الاستوائية في ادعاءات صاحب البلاغ، فتشير اللجنة الى أنه عملا بالفقرة ١ من المادة ٥ من البروتوكول الاختياري تنظر في الرسائل " على ضوء جميع المعلومات الخطية الموفرة لها من قبل الفرد المعني ومن قبل الدولة الطرف المعنية " .

42. The first Optional Protocol to the International Covenant on Civil and Political Rights specifies that the Committee shall base itself upon “all written information made available to it by the individual and by the State Party concerned” (art. 5 (1)).
٢٤- يوضح البروتوكول الاختياري اﻷول الملحق بالعهد الدولي الخاص بالحقوق المدنية والسياسية أن على اللجنة أن تعتمد على " جميع المعلومات الكتابية الموفرة لها من قبل الفرد المعني ومن قبل الدولة الطرف المعنية " )المادة ٥)١((.

Tenth, as for the financing of United Nations development activities, we fully agree with the last paragraph of the report — that is, that more resources are needed; mandates and the resources provided for them must be in a sound relationship and there must be predictability in funding.
وعاشرا، فيما يخص تمويل اﻷنشطة اﻹنمائية التي تقوم بها اﻷمم المتحدة، نتفق تماما مع الفقرة اﻷخيرة من التقرير، ألا وهي أن هناك حاجة الى مزيد من الموارد؛ ويجب أن تكون العلاقة بين الولايات والموارد الموفرة لها سليمة، ويجب أن تتوافر امكانية التنبؤ بالتمويل.
