89. The representative of the Helsinki Commission described the Baltic Strategy for Port Reception Facilities for ship-generated Wastes and Associated Issues as an effective tool for addressing ship-generated wastes, which had led to a reduction in detected illegal oil discharges.

The Helsinki Commission at its nineteenth session adopted Guidelines for the establishment of a “no-special-fee” system for the discharge of ship-generated oily wastes (HELCOM recommendation 19/8 of 26 March 1998), which the parties to the Helsinki Convention are recommended to apply as of 1 January 2000.
٣٦٣ - واعتمدت لجنة هلسنكي، في دورتها التاسعة عشرة، مبادئ توجيهية ﻷحداث نظام " عدم دفع رسوم خاصة " عن تفريغ النفايات النفطية الناجمة عن السفن )توصية لجنة هلسنكي ١٩/٨ المؤرخة ٢٦ آذار/ مارس ١٩٩٨( وأوصت اﻷطراف في اتفاقية هلسنكي بتطبيقها ابتداء من ١ كانون الثاني/يناير ٢٠٠٠.

79. At its twenty-sixth meeting, held in Helsinki on 1 and 2 March 2005, the Baltic Marine Environment Protection Commission adopted the following recommendations: recommendation 26/1 on the application of the no-special-fee system to ship-generated wastes in the Baltic Sea area; recommendation 26/2 on compilation of waterborne pollution load; and recommendation 26/3 on monitoring of radioactive substances.
