The Government of Turkey is strongly encouraged, in its defence of the legitimate interests of the State and all of the people on its territory — which includes its fight against terrorism — to continuously, consistently and publicly demonstrate and explain that any restrictions on the right to freedom of expression and opinion are imposed only to the extent strictly required by the exigencies of the situation.
٩٥- تشجع حكومةُ تركيا بقوة، في دفاعها عن المصالح المشروعة للدولة وجميع الناس في إقليمها - بما في ذلك مكافحتها لﻹرهاب - أن تُظْهِرَ وتوضحَ علناً وباستمرار وبشكل متماسك أن أي قيود على الحق في حرية التعبير والرأي لا تُفْرَضُ إلا في الحدود التي تتطلبها مقتضيات الموقف.
