With the Cold War’s end and the collapse of the Soviet Union, Ukraine’s independence and territorial integrity quickly became a cornerstone of the European order. This strategic fact is more evident now than ever before.

For Europe, Ukraine’s fate is a vital strategic question, because its independence has been the cornerstone of the post-Cold War European order and its framework for peace. But what happened in the winter of 2004/2005 was not only about the Ukrainian people’s democratic right to self-determination and their national independence, but also about the future of the European order as it had emerged from the Cold War’s end. At the time, Europe immediately understood the challenge and reacted effectively.

In the framework of the various ongoing projects and programmes of relevance to the region, participants agreed on follow-up activities to further strengthen the reference station networks through the European Position Determination System (EUPOS) and agreed that GNSS training courses and workshops should be organized for countries in the region that were not currently operating permanent reference stations.
