(ب) وسمح الإذن الممنوح في الفقرة 2 من القرار 986 (1995) لتركيا باستيراد النفط العراقي والمنتجات النفطية العراقية بما يكفي لتغطية رسوم التعريفة المقررة لخط الأنابيب، المترتبة على نقل هذه المنتجات عبر خط أنابيب كركوك - يومورتاليك في تركيا، بعد خصم 30 في المائة لصندوق التعويضات.

Also in this context, an appeal was made to all Governments to make serious efforts to locate and transfer the proceeds from the sale of Iraqi oil and petroleum products that had been exported but not paid for at the time of the invasion of Kuwait as required by Security Council resolution 778 (1994).

18. Detailed provisions concerning the sale of Iraqi petroleum and petroleum products are contained in Annex II, which constitutes an integral part of this Memorandum.
١٨ - ترد في المرفق الثاني أحكام مفصلة بشأن بيع النفط العراقي والمنتجات النفطية العراقية، ويشكل ذلك المرفق جزءا لا يتجزأ من هذه المذكرة.

5. Funds to pay compensation are drawn from the United Nations Compensation Fund, which receives a percentage of the proceeds generated by the export sales of Iraqi petroleum and petroleum products.
٥ - تستمد الأموال اللازمة لدفع التعويضات من صندوق الأمم المتحدة للتعويضات الذي يحصل على نسبة مئوية من العائدات المتأتية من تصدير مبيعات النفط العراقي والمنتجات النفطية.

22. By resolution 778 (1992), the Council decided on the transfer by all States of those funds accruing to Iraq from the sale of Iraqi petroleum and petroleum products into the escrow account provided for in resolutions 706 (1991) and 712 (1991).
٢٢ - وقرر المجلس، بموجب القرار ٧٧٨ )١٩٩٢(، أن تقوم جميع الدول بتحويل اﻷموال التي تستحق للعراق من بيع النفط العراقي والمنتجات النفطية العراقية، الى حساب الضمان المعلق المنصوص عليه في القرارين ٧٠٦ )١٩٩١( و ٧١٢ )١٩٩١(.

" The Council is prepared to authorize the regime for the sale of Iraqi petroleum and petroleum products on the above basis for a like period of time as that specified in these resolutions as soon as the Secretary-General indicates that the Iraqi authorities are prepared to proceed on a date certain with the export of petroleum and petroleum products in accordance with the scheme.

During that meeting, the Head of the Committee reiterated the importance that the Government of Iraq attached to ensuring continued observance with the applicable United Nations resolutions and advised that the Committee did not have plans to alter the current mechanism for payment of 5 per cent of revenues from the sale of Iraqi petroleum and petroleum products into the Compensation Fund.

5. The Government of Iraq undertakes to effectively guarantee equitable distribution to the Iraqi population throughout the country of medicine, health supplies, foodstuffs and materials and supplies for essential civilian needs (hereinafter humanitarian supplies) purchased with the proceeds of the sale of Iraqi petroleum and petroleum products.
٥ - تتعهد حكومة العراق بأن تضمن على نحو فعال توزيع اﻷدوية واﻹمدادات الصحية والمواد الغذائية والمؤن واﻹمدادات اللازمة للاحتياجات المدنية اﻷساسية )التي يشار إليها فيما بعد باسم " اﻹمدادات اﻹنسانية " ( التي تشترى من عائدات بيع النفط العراقي والمنتجات النفطية العراقية توزيعا عادلا على السكان العراقيين في شتى أنحاء البلد.

5. Urges the Government of Iraq to cooperate with the United Nations with a view to ensuring the implementation of Security Council resolution 986 (1995), in accordance with the agreement reached in May 1996 that medicines, health supplies, foodstuffs and other humanitarian supplies purchased with the proceeds of the sale of Iraqi petroleum and petroleum products be distributed to the Iraqi population equitably and on a non-discriminatory basis;
٥ - تحث حكومة العراق على التعاون مع اﻷمم المتحدة بغية كفالة تنفيذ قرار مجلس اﻷمن ٩٨٦ )١٩٩٥(، وفقا للتفاهم المتوصل اليه في أيار/مايو ١٩٩٦ الذي يقضي بأن توزع اﻷدوية واﻹمدادات الصحية والمواد الغذائية وغيرها من اﻹمدادات اﻹنسانية، المشتراة بحصائل بيع النفط العراقي والمنتجات النفطية العراقية، على سكان العراق توزيعا منصفا وعلى أساس غير تمييزي؛

The Council also renewed its appeal to all Governments to try to locate and transfer the proceeds from the sale of Iraqi oil and petroleum products that had been exported but not paid for at the time of the adoption of Security Council resolution 661 (1990), as required by Council resolution 778 (1992).
وجدد المجلس نداءه الذي سبق أن وجهه الى كافة الحكومات والذي يطالبها بمحاولة تحديد جهة ايداع العائدات المتولدة عن بيع النفط العراقي والمنتجات النفطية العراقية، مما تم تصديره وإن لم يكن قد سدد ثمنه عند اتخاذ مجلس اﻷمن لقراره ٦٦١ )١٩٩٠(، وتحويل هذه العائدات، على النحو المطلوب في قرار المجلس ٧٧٨ )١٩٩٢(.
