وإذ نؤكد من جديد حق البلدان غير الساحلية في أن يكون لها منفذ إلى البحر ومنه وحرية النقل العابر عبر أراضي بلدان المرور العابر بجميع وسائط النقل، وفقا لقواعد القانون الدولي السارية،

The first step would be to reaffirm the right of landlocked countries to access to the sea and to freedom of transit through the territory of transit States by all means of transport, in accordance with international law.
وتتمثل الخطوة اﻷولى في إعادة تأكيد حق البلدان غير الساحلية في الوصول إلى البحار، وحرية النقل العابر عبر أراضي بلدان العبور بجميع وسائط النقل، وذلك وفقا للقانون الدولي.

Freedom of transit through pipelines (oil) and road freight transport (trucks) were proposed but not included in the Agreement.
وقد اقتُرح تضمين الاتفاق، ولكن لم تُدرج، مسائل حرية النقل العابر عبر خطوط الأنابيب (النفط) ونقل البضائع براً (الشاحنات).

15. The General Assembly, in its resolution 59/245 on specific actions related to the particular needs and problems of landlocked developing countries, reaffirmed the right of access of landlocked countries to and from the sea and freedom of transit through the territory of transit countries by all means of transport, as set forth in article 125 of UNCLOS.
15 - أعادت الجمعية العامة بقرارها 59/245 بشأن إجراءات محددة تتصل بالاحتياجات والمشاكل التي تنفرد بها البلدان النامية غير الساحلية التأكيد على حق البلدان غير الساحلية في أن يكون لها منفذ على البحر وحرية النقل العابر عبر أراضي بلدان المرور العابر بجميع وسائط النقل، على نحو ما تنص عليه المادة 125 من الاتفاقية.
