(ج) اعتماد جميع التدابير اللازمة للحد من مدة الحبس الاحتياطي وفرضه، ومراعاة أحكام قواعد الأمم المتحدة النموذجية الدنيا للتدابير غير الاحتجازية (قواعد طوكيو) عند استنباط تدابير بديلة للحجز التحفظي؛

(a) Reducing prison overcrowding and considering the establishment of non-custodial forms of detention in accordance with the United Nations Standard Minimum Rules for Non-custodial Measures (the Tokyo Rules);
(أ) الحد من اكتظاظ السجون والنظر في إرساء أشكال بديلة للاحتجاز غير الحرمان من الحرية، وفقاً لقواعد الأمم المتحدة النموذجية الدنيا للتدابير غير الاحتجازية (قواعد طوكيو)؛
