7 - وتتحمل الدول الحائزة للترسانات النووية الكبرى مسؤولية خاصة عن نزع السلاح النووي، وينبغي لها أن تضطلع بدور الريادة في تخفيض ترساناتها النووية بشكل بالغ، وذلك بطرق قابلة للتحقق، وغير قابلة للنقض، وملزمة قانوناً، حتى يتسنى تهيئة ظروف يلزم توافرها من أجل تحقيق نزع السلاح النووي الكامل والشامل في نهاية المطاف.

We have had occasion in the past to express our disappointment and concern with regard to the refusal of the major nuclear-weapon States to allow any real progress to be made on this item.
