12. The International Maritime Organization held a high-level meeting from 26 to 29 January 2009 in Djibouti, where 17 regional States adopted the Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden.

We welcome the adoption of the Djibouti Code of Conduct to combat piracy and armed robbery of vessels in the Western Indian Ocean and the Gulf of Aden. We also welcome its entry into force in January of this year.

13. At the regional level, the Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden (Djibouti Code of Conduct) is a non-binding instrument primarily for cooperation among States in the region.

48. The lack of enforcement capacity and resources to address the problem of piracy off the coast of Somalia, however, are of major concern not only to Somalia, but to some of the other most affected littoral States of the Indian Ocean and the Gulf of Aden.

16. In my previous report, I noted that the Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden had entered into force on 29 January 2009 with the signatures of nine regional States.

115. The Djibouti Code of Conduct concerning the repression of piracy and armed robbery against ships in the western Indian Ocean and the Gulf of Aden has now been signed by 15 States.

Also, ministers from States participating in the Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden (the Djibouti Code of Conduct) agreed to work towards the establishment of a structure for regional implementation of the Code of Conduct.

3. Welcomes, in this context, the progress being made to implement the International Maritime Organization Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden (Djibouti Code of Conduct), and calls upon participants to implement the Code fully as soon as possible;

For example, IMO has begun a broad-based capacity-building effort in the region to assist States in the implementation of the Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden, adopted on 29 January 2009.

IMO reported that the Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden had been adopted on 29 January 2009 at a meeting convened by IMO in Djibouti, and signed at that time by nine States (see also para. 173 below).
