1. Approves the amendments to the Staff Regulations of the United Nations contained in the annex to the present resolution;

To approve the indicative budget and staffing structure for the secretariat for the period 2013 - 2015 as set out in the annex to the present report;

20. The Conference also adopted without a vote resolutions I and II contained in the annex to the Draft Final Act of the Conference (A/CONF.164/32) and approved the Draft Final Act. 6/

Recalling further General Assembly resolution 46/152 of 18 December 1991, in which the Assembly approved the statement of principles and programme of action of the United Nations crime prevention and criminal justice programme, contained in the annex to that resolution,

In particular, in the statement of principles and programme of action of the United Nations crime prevention and criminal justice programme contained in the annex to Assembly resolution 46/152, the following collaborative arrangements are considered essential for the creation of an effective programme, and for strengthening its operational capacity:
وعلى وجه الخصوص، فإنه في إعلان المبادئ وبرنامج عمل برنامج اﻷمم المتحدة في مجال منع الجريمة والعدالة الجنائية الواردين في مرفق قرار الجمعية العامة ٤٦/١٥٢، اعتبرت الترتيبات التعاونية التالية ترتيبات أساسية لوضع برنامج فعال للشعبة ولتعزيز قدرتها التشغيلية:

The Council adopted the statement of principles and programme of action of the United Nations Crime Prevention and Criminal Justice Programme, contained in the annex to General Assembly resolution 46/152, paragraphs 23-26 of which contain the terms of reference of the Commission and paragraph 26 of which provides the following mandates for the Commission:
واعتمد المجلس إعلان المبادئ وبرنامج عمل برنامج الأمم المتحدة في مجال منع الجريمة والعدالة الجنائية، الواردين في مرفق قرار الجمعية العامة 46/152 الذي تتضمن فقراته 23-26 اختصاصات اللجنة والفقرة 26 التي تنص على أن تتولى اللجنة المهام التالية:

Since 1992, and pursuant to General Assembly resolution 46/152 of 18 December 1991, the programme has been undergoing a reorientation from standard setting to a greater emphasis on assistance to Member States in implementing standards and norms and in meeting the challenges of crime prevention and criminal justice as set forth in the statement of principles and programme of action contained in the annex to resolution 46/152.
٥ - ومنذ عام ١٩٩٢، وعملا بقرار الجمعية العامة ٤٦/١٥٢، المؤرخ ١٨ كانون اﻷول/ ديسمبر ١٩٩١ يشهد البرنامج عملية إعادة توجيه من وضع المعايير إلى إيلاء مزيد من التركيز إلى تقديم المساعدة للدول اﻷعضاء فيما يتعلق بتنفيذ المعايير والقواعد ومواجهة التحديات المتمثلة في منع الجريمة والعدالة الجنائية على النحو المبين في إعلان المبادئ وبرنامج العمل الواردين في مرفق القرار ٤٦/١٥٢.

4. Urges the Secretary-General to consult as soon as possible with all contractors whose contracts were entered into as a result of applications made before the date of adoption of the present decision, with a view to renegotiating those contracts, in accordance with section 24.2 of the standard clauses for exploration contract, in order to include the provisions set out in the annex to the present decision;
4 - تحث الأمين العام على التشاور في أسرع وقت ممكن مع جميع الجهات المتعاقدة التي أبرمت العقود معها نتيجة للطلبات المقدمة قبل تاريخ اتخاذ هذا المقرر، بهدف إعادة التفاوض على تلك العقود، وفقا للبند 24-2 من الشروط القياسية لعقد الاستكشاف، من أجل إدراج الحكمين الواردين في مرفق هذا المقرر؛

3. Urges the secretariat to consult as soon as possible all contractors whose contracts were entered into as a result of applications made before the date of adoption of the present decision, with a view to renegotiating those contracts, in accordance with section 24.2 of the standard clauses for exploration contract, in order to include the provisions set out in the annex to the present decision;
3 - تحث الأمانة على التشاور في أسرع وقت ممكن مع جميع الجهات المتعاقدة التي أبرمت العقود معها نتيجة للطلبات المقدمة قبل تاريخ اتخاذ هذا المقرر، بهدف إعادة التفاوض على تلك العقود، وفقا للبند 24-2 من الشروط القياسية لعقد الاستكشاف، من أجل إدراج الحكمين الواردين في مرفق هذا المقرر؛

2. Invites any body or agency wishing to be represented as an observer at the meetings of the Conference of the Parties to the Basel Convention or, as appropriate, its subsidiary bodies, to submit to the Secretariat the information required in accordance with the form and explanatory note set out in the annex to the present decision for consideration by the Conference of the Parties at its next ordinary meeting;
2 - يدعو أي هيئة أو وكالة ترغب في أن تكون ممثّلة بوصفها مراقباً في اجتماعات مؤتمر الأطراف في اتفاقية بازل أو، حسب الاقتضاء، في هيئاته الفرعية، أن تقدِّم إلى الأمانة المعلومات المطلوبة وفقاً للنموذج والمذكرة التفسيرية الواردين في مرفق هذا المقرر كي ينظر فيها مؤتمر الأطراف في اجتماعه العادي التالي؛

(b) Also decided to amend the standard clauses for exploration contracts by the addition of sections 10.5 and 10.6, as set out in the annex to the present decision (Ibid.), which shall apply to contracts entered into by the Authority as a result of applications made after the date of adoption of the present decision;
(ب) تعديل الشروط القياسية لعقود الاستكشاف بإضافة البندين 10-5 و 10-6 الواردين في مرفق هذا المقرر (المرجع نفسه)، واللذين ينطبقان على العقود التي تبرمها السلطة نتيجة للطلبات المقدمة بعد تاريخ اتخاذ هذا المقرر؛
