On 10 December 1948 the General Assembly adopted the Universal Declaration of Human Rights, the first international document that defined and proclaimed human rights with universal validity and application, thus setting in motion a continuous process of far-reaching importance for all humankind.

For such a convention to achieve its objectives, it should include substantive and practical measures for nuclear disarmament. The scope of such an international document should therefore cover all fissile material potentially usable in the manufacture of nuclear weapons or other nuclear explosive devices throughout the world, including the military stocks of these materials possessed by all States, on an equal footing.
وحتى تحقق تلك المعاهدة أهدافها يتعين أن تتضمن الوثيقة إجراءات عملية وجوهرية لنزع السلاح النووي، أي أن نطاق الوثيقة الدولية يجب أن يشمل كافة المواد الانشطارية الصالحة للاستخدام في الأسلحة النووية والأجهزة التفجيرية الأخرى على المستوى العالمي، بما في ذلك المخزون العسكري من هذه المواد التي في حيازة جميع الدول على نحو متساو.

This important international document recommends, in its chapter 24 " Actions aimed at Women: Sustainable and equitable Development " , that " all countries should implement the Nairobi Strategies,140 which emphasize the need for women to participate in the management of ecosystems and in the control of environmental degradation " .

Kyrgyzstan worked hard to complete the ratification procedure for that important international document and its instrument of ratification of the CTBT was delivered during a meeting between the President of the Kyrgyz Republic and the Secretary-General of the United Nations, as the depositary of the Treaty, during the fifty-eighth session of the United Nations General Assembly in October 2003.
وعملت قيرغيزستان جاهدة على إنهاء إجراءات التصديق على هذه الوثيقة الدولية المهمة، وقد سلمت صك تصديقها على معاهدة الحظر الشامل للتجارب النووية خلال اجتماع عقد بين رئيس جمهورية قيرغيزستان والأمين العام للأمم المتحدة بصفته الوديع للمعاهدة، خلال انعقاد الدورة الثامنة والخمسين للجمعية العامة للأمم المتحدة في تشرين الأول/أكتوبر 2003.

5. Also, article 19 of this international document establishes that everyone shall have the right to hold opinions without interference and the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.
5 - وتنص كذلك المادة 19 من هذه الوثيقة الدولية على أن لكل إنسان الحق في اعتناق آراء دون مضايقة ولكل إنسان الحق في حرية التعبير، ويشمل هذا الحق حريته في التماس مختلف أنواع المعلومات والأفكار وتلقيها ونشرها دونما اعتبار للحدود، سواء شفويا أو في شكل مكتوب أو مطبوع أو في قالب فني أو بأي وسيلة أخرى يختارها.

One of the principal characteristics of such an international instrument must be its non—discriminatory nature in the sense that a uniform regime for strict international verification should be applied to all States and to all facilities capable of producing fissile material in all States without exception.
كما أن إحدى الخصائص الرئيسية لهذه الوثيقة الدولية يجب أن تكون غير تمييزية، بما يعني أن نظاماً موحداً للرقابة الدولية الصارمة يجب أن يطبق على كافة الدول وعلى جميع المنشآت التي يمكن استخدامها في إنتاج المواد الانشطارية في جميع الدول بدون أي استثناء.

The General Assembly should acknowledge that implementation of the goals required coherent policies and renewed political will, that the Convention was the main international instrument in that field and that subsequently the coherence and synergy of the Convention with other instruments should be strengthened.
ويجب أن تدرك الجمعية العامة أن تنفيذ الأهداف يتطلب سياسات متماسكة وتجديداً للإرادة السياسية وأن تكون الاتفاقية هي الوثيقة الدولية الأساسية في هذا المجال وأن يتم مستقبلاً تعزيز التماسك والتآزر بين الاتفاقية وسائر الصكوك الدولية.
