Urges all parties to the conflict to continue to work constructively through the regional mediation process towards the signing of a ceasefire agreement and settlement of the conflict in the Democratic Republic of the Congo, and calls upon all States in the region to create the conditions necessary for the speedy and peaceful resolution of the crisis and to desist from any act that may further exacerbate the situation;

Council members recalled the presidential statement of 11 December on the Democratic Republic of the Congo (S/PRST/1998/36) and, in this context, expressed the need to continue its own involvement in the issue and to consider the involvement of the United Nations as a whole in supporting regional mediation efforts.

Mediation efforts have followed three linked but distinct tracks: the ongoing regional mediation effort led by former Tanzanian President Julius K. Nyerere; the talks between the Government and CNDD under the auspices of the San'Egidio Community in Rome; and the more recent United Nations and Organization of African Unity (OAU) decision to appoint a Joint UN/OAU Special Representative for the Great Lakes Region.
