66. The Government's policy of transferring the management of water services to water users' associations has been successful because of the establishment of the Fonds National de Solidarité.
66 - وقد نجحت سياسة الحكومة القاضية بنقل إدارة الخدمات المائية إلى رابطات مستخدِمي المياه نتيجة لإنشاء الصندوق الوطني للتضامن.

Not surprisingly, the most successful examples of targeting the poor with special programmes (for instance, that of Chile or of Mexico with the Programa Nacional de Solidaridad (PRONASOL) come from countries that had the institutional basis of an organized welfare system.
