وتوجه وثائق التفويض اﻷصلية، الصادرة إما عن رئيس الدولة أو الحكومة أو عن وزير الخارجية، الى اﻷمين العام لﻷمم المتحدة، ويجب أن تحال الى اﻷمين العام للمؤتمر عن طريق دائرة المراسم والاتصال التابعة لﻷمانة العامة حالما تصبح متاحة، وعلى أن يكون هذا قبل افتتاح المؤتمر بما لا يقل عن اسبوع، إن أمكن.

Also invites Governments to finalize their national reports in line with the guidelines prepared by the Secretariat and to submit those reports to the Secretary-General of the Conference by May 1994 to serve as input to the review and appraisal of the implementation of the Nairobi Forward-looking Strategies;

The Credentials Committee decided to accept the credentials of those States Parties which presented them formally, either in the original or in telefax form, from Heads of State or Government or from Ministers of Foreign Affairs, the latter on the understanding that the originals in the form established by rule 2 of the rules of procedure would be forwarded to the Secretary-General of the Conference as soon as possible.
