إذا ما فشل مجلس الأمن في الاتفاق على عقوبات جديدة ـ وهو أمر مرجح نظراً للاعتراضات الصينية والروسية ـ فلسوف يبدو المجلس وكأنه نمر من ورق حقاً. أما إذا نجح في التوصل إلى إجماع على فرض المزيد من العقوبات الاقتصادية، وربما حتى العسكرية، فإن مصداقية الأمم المتحدة سوف تتوقف على ما إذا كانت هذه التحركات سوف تؤدي في النهاية إلى انصياع إيران.
