29- وفي ما يتعلق بالخسائر المتصلة بعقود لم يكن العراق طرفاً فيها، يمكن لصاحب المطالبة أن يثبت وقوع خسارة مباشرة إذا كان قادراً على أن يثبت أن غزو العراق واحتلاله للكويت أو انهيار النظام المدني في العراق أو الكويت إثر غزو العراق، قد سبب قيام صاحب المطالبة بإجلاء الموظفين اللازمين لتنفيذ العقد.

The MOI contends that the Allied Coalition Forces encouraged civil unrest and rebellion in Iraq as part of their military strategy against Iraq and that they undertook military operations that inevitably led to the breakdown of civil order in Iraq.
159- وتزعم وزارة الداخلية أن قوات التحالف شجعت على نشوب اضطرابات مدنية وتمرد في العراق كجزء من استراتيجيتها العسكرية ضد العراق وقد باشرت عمليات عسكرية أدت بصورة حتمية إلى انهيار النظام المدني في العراق.

With respect to the claims involving non-payment of amounts that fell due after the liberation of Kuwait, the economic consequences of the military operations and the resulting damage to Iraq's infrastructure, as well as the ensuing breakdown of civil order in Iraq, did not necessarily end immediately after the cessation of hostilities on 2 March 1991.
54- وفيما يتعلق بالمطالبات المبنية على عدم دفع مبالغ أصبحت مستحقة بعد تحرير الكويت، فإن التداعيات الاقتصادية للعمليات الحربية، وما نجم عن ذلك من أضرار لحقت بالبنية الأساسية للعراق وما تلى ذلك من انهيار النظام المدني في العراق لم تنته بالضرورة بعد وقف العمليات الحربية مباشرة في 2 آذار/مارس 1991(22).
