1. Urges all States to be guided in their national policies by the need to curb the testing, the production and the spread of weapons of mass destruction, or with indiscriminate effect, or of a nature to cause superfluous injury or unnecessary suffering;
١- تحث جميع الدول على أن تسترشد في سياساتها الوطنية بضرورة الحد من إنتاج وانتشار أسلحة التدمير الشامل أو اﻷسلحة ذات اﻷثر العشوائي أو اﻷسلحة التي من طبيعتها أن تسبب اصابات لا موجب لها أو معاناة لا داعي لها؛

Consensus could not be achieved through minor editorial changes; the crux of the matter lay in the indiscriminate effects of cluster munitions and the victims they claimed, particularly children.

2. Decides to authorize the inclusion of this question in the preliminary document concerning a study in the context of human rights and humanitarian norms, on weapons of mass destruction or with indiscriminate effect, or of a nature to cause superfluous injury or unnecessary suffering, to be submitted to the Sub—Commission at its fiftieth session.
٢- تقرر أن تأذن بإدراج هذه المسألة في الوثيقة اﻷولية التي سوف تقدم إلى اللجنة الفرعية في دورتها الخمسين والتي تتعلق بإجراء دراسة، في سياق حقوق اﻹنسان والقواعد الانسانية، بشأن أسلحة الدمار الشامل أو اﻷسلحة ذات اﻷثر العشوائي أو التي تحدث اصابات زائدة أو معاناة لا لزوم لها.

2. In its resolution 1997/37, the Sub—Commission decided to authorize the inclusion of the question of the illicit transfer of arms in the preliminary document concerning a study in the context of human rights and humanitarian norms, on weapons of mass destruction or with indiscriminate effect, or of a nature to cause superfluous injury or unnecessary suffering, to be submitted to the Sub—Commission at its fiftieth session.
٢- وقررت اللجنة الفرعية، في قرارها ٧٩٩١/٧٣، أن تأذن بإدراج مسألة النقل غير المشروع لﻷسلحة في الوثيقة اﻷولية التي سوف تقدم إلى اللجنة الفرعية في دورتها الخمسين والتي تتعلق بإجراء دراسة، في سياق حقوق اﻹنسان والقواعد اﻹنسانية، بشأن أسلحة الدمار الشامل أو اﻷسلحة ذات اﻷثر العشوائي أو التي من طبيعتها أن تسبب إصابات لا موجب لها أو معاناة لا داعي لها.

2. Decides to authorize Ms. Clemencia Forero Ucros to prepare, without financial implications, a working paper, in the context of human rights and humanitarian norms, assessing the utility, scope and structure of a study on weapons of mass destruction or with indiscriminate effect, or of a nature to cause superfluous injury or unnecessary suffering. 1997/37. ٢- تقرر أن تأذن للسيدة كليمنسيا فوريرو أوكروس بالقيام، في إطار القواعد المتعلقة بحقوق اﻹنسان والقواعد اﻹنسانية، بإعداد ورقة عمل، لا تترتب عليها آثار مالية، بشأن تقييم مدى فائدة ونطاق وهيكل دراسة بخصوص أسلحة التدمير الشامل أو اﻷسلحة ذات اﻷثر العشوائي أو التي من طبيعتها أن تسبب اصابات لا موجب لها أو معاناة لا داعي لها.

At its forty—ninth session, in its resolution 1997/36, the Sub—Commission decided to authorize Ms. Clemencia Forero Ucros to prepare, without financial implications, a working paper, in the context of human rights and humanitarian norms, assessing the utility, scope and structure of a study on weapons of mass destruction or with indiscriminate effect, or of a nature to cause superfluous injury or unnecessary suffering.
١- قررت اللجنة الفرعية، في قرارها ٧٩٩١/٦٣ الذي اتخذته في دورتها التاسعة واﻷربعين، أن تأذن للسيدة كليمنسيا فوريرو أوكروس بالقيام، في إطار القواعد المتعلقة بحقوق اﻹنسان والقواعد اﻹنسانية، بإعداد ورقة عمل، لا تترتب عليها آثار مالية، بشأن تقييم مدى فائدة ونطاق وهيكل دراسة بخصوص أسلحة الدمار الشامل أو اﻷسلحة ذات اﻷثر العشوائي أو التي من طبيعتها أن تسبب إصابات لا موجب لها أو معاناة لا داعي لها.

I particularly would like to draw the attention of the Conference to the use of cluster munitions and other types of means of warfare having indiscriminate effects on the civilian population by the Russian armed forces.
وأود بصورة خاصة توجيه انتباه المؤتمر إلى استخدام القوات المسلحة الروسية للذخائر العنقودية وغيرها من أنواع وسائل الحرب ذات الأثر العشوائي على المدنيين.

Regarding " mini-nukes " , the author concluded that they are still nuclear weapons, and also fall into the category of weapons of mass destruction, weapons having indiscriminate effects and weapons causing undue suffering.
