فلم تفلح قرارات اﻷمم المتحدة العديدة الرامية إلى تسويتها في تمكين الشعب الفلسطيني من حقوقه الثابتة والمشروعة، وحمل اسرائيل على الجلاء عن اﻷراضي الفلسطينية، بما فيها القدس الشريف، وعن اﻷراضي العربية اﻷخرى المحتلة في هضبة الجولان وجنوب لبنان؛ بل إن السلطات اﻹسرائيلية لم تقابل كل تلك القرارات إلا بالرفض والتحدي.

٤٢ - وأردف قائلا إن سبب شلل عملية السلام في الشرق اﻷوسط وتنفيذ الاتفاقات المعقودة بين اسرائيل والسلطة الفلسطينية يعود الى رغبة حكومة اسرائيل فرض مجموعة من اﻷعمال التي أنجزت قبل عقد أي مفاوضات بشأن الوضع النهائي للقدس واﻷراضي العربية اﻷخرى المحتلة.
