Albania's double standard policy towards the minority question is evinced by its attempt to internationalize the question of the status of the Albanian minority in the Federal Republic of Yugoslavia and its continued encouragement of separatism in the Yugoslav Autonomous Province of Kosovo and Metohija, while it continues to deny the existence of Yugoslav national minorities in Albania and of their basic human rights and fundamental freedoms.
فسياسة الكيلين التي تنتهجها ألبانيا إزاء مسألة اﻷقليات يفضحها سعيها إلى تدويل مسألة حالة اﻷقلية اﻷلبانية في جمهورية يوغوسلافيا الاتحادية وتشجيعها المتواصل للنزعة الانفصالية في مقاطعة كوسوفو وميتوهيجا اليوغوسلافية المستقلة بينما لا تزال تنكر وجود أقليات وطنية يوغوسلافية في ألبانيا ولا تزال تنكر عليها أبسط حقوق اﻹنسان وحرياته اﻷساسية.

In doing so, it proceeds from the generally accepted principles of international law and the basic documents of the United Nations and CSCE and considers that national minorities - the Albanian minority in the Federal Republic of Yugoslavia and the Serb and Montenegrin national minorities in Albania - should be factors for strengthening bonds and cooperation.
