In paragraph 10 of its resolution 998 (1995) of 16 June 1995, the Security Council, having considered the report of the Secretary-General of 30 May 1995 (S/1995/444) and also the letter of the Secretary-General of 9 June 1995 and its annex (S/1995/470 and Add.1), authorized an increase in the United Nations Peace Forces/UNPROFOR personnel by up to 12,500 additional troops.

Their theatre headquarters, known as United Nations Peace Forces headquarters (UNPF-HQ), would be in Zagreb and the administrative, logistical and public information responsibilities of the three operations would be coordinated there. UNPF-HQ would also be responsible for liaison with the Government of the Federal Republic of Yugoslavia (Serbia and Montenegro), other concerned Governments and NATO.
