22. The AGBM must take a decision on the level of the QELRO or QELROs to be included in the instrument as well as the time-frame within which the objective is to be achieved.

In addition, the determination of the permitted emission level under the QELRO applicable to each Annex A Party should also recognise that the higher a Party's emission intensity of GDP, all other things equal, the greater the absolute magnitude of the emission reduction task and therefore the greater the change in per capita economic welfare from mitigation.

A number of delegations emphasized the importance of allowing flexibility in the design and implementation of QELROs.

8. At its fourth session, the AGBM concluded that " the elaboration of policies and measures and the development of quantified emission limitation reduction objectives (QELROs) were linked, and that the final product of its work should reflect both policies and measures on the one hand and QELROs on the other " (FCCC/AGBM/1996/8, para. 15).
٨ - خلُص الفريق المخصص في دورته الرابعة إلى أن " وضع السياسات والتدابير ووضع أهداف كمية لتحديد وخفض الانبعاثات عمليتان مترابطتان وأن الناتج النهائي ﻷعماله يجب أن يعكس من جهة السياسات والتدابير ومن جهة أخرى اﻷهداف الكمية لتحديد وخفض الانبعاثات " )الفقرة ٥١ من الوثيقة FCCC/AGBM/1996/8(.

QELROs have to be selected for Annex I Parties in such a time-frame and quantity as will neither affect the international trade system nor the national income of developing countries, particularly fossil fuel exporting developing countries[, and those for which such Parties have serious difficulties in switching to alternatives].
٧٢١- يتعين اختيار اﻷهداف الكمية لتحديد وخفض الانبعاثات لﻷطراف المدرجة في المرفق اﻷول في إطار زمني وبكمية لا يؤثران لا على النظام التجاري الدولي ولا على الدخل الوطني للبلدان النامية، وبخاصة البلدان النامية المصدرة للوقود اﻷحفوري ]، وتلك التي تشكل لها هذه اﻷطراف صعوبات جسيمة في التحول إلى بدائل[.
