٥ - أن تعزز التدابير الرامية الى تبادل المساعدة القانونية من أجل منع اﻹرهاب ومكافحته والقضاء عليه.

In April 1996, the Organization of American States had adopted the Declaration of Lima to Prevent, Combat and Eliminate Terrorism.
وفي نيسان/أبريل ١٩٦٦ اعتمدت منظمة البلدان اﻷمريكية إعلان ليما لمنع اﻹرهاب ومكافحته والقضاء عليه.

2. Calls upon States, in accordance with international standards of human rights, to take all necessary and effective measures to prevent, Combat and Eliminate Terrorism;
٢ - تطلب إلى الدول وفقا للمعايير الدولية لحقوق اﻹنسان أن تتخذ جميع التدابير الضرورية والفعالة لدرء اﻹرهاب ومكافحته والقضاء عليه؛

5. Calls upon States to take all necessary and effective measures, in strict conformity with international law, including international human rights standards, to prevent, Combat and Eliminate Terrorism in all its forms and manifestations, wherever and by whomever committed;
٥- تطلب إلى الدول اتخاذ جميع التدابير اللازمة والفعالة، التي تتمشى تمشياً تاماً والقانون الدولي، بما في ذلك المعايير الدولية لحقوق اﻹنسان، لمنع اﻹرهاب ومكافحته والقضاء عليه، بجميع أشكاله ومظاهره أينما ارتكب وأيا كان مرتكبوه؛

2. Calls upon Governments to take all necessary and effective measures, in conformity with international standards of human rights, to prevent, Combat and Eliminate Terrorism;
٢- تطلب إلى الحكومات أن تتخذ جميع التدابير الضرورية والفعالة، طبقاً للمعايير الدولية لحقوق اﻹنسان، لدرء اﻹرهاب ومكافحته والقضاء عليه؛

53. The Organization of American States recalled that in 1996 its member States had adopted the Declaration and Plan of Action of Lima to Prevent, Combat and Eliminate Terrorism.
٥٣ - وأشارت منظمة الدول اﻷمريكية إلى أن الدول اﻷعضاء فيها اعتمدت في ١٩٩٦ إعلان وخطة عمل ليما لمنع اﻹرهاب ومكافحته والقضاء عليه.

“Bearing in mind the Declaration and the Plan of Action on Hemispheric Cooperation to Prevent, Combat and Eliminate Terrorism, adopted in Lima at the Inter-American Specialized Conference on Terrorism in 1996,
" وإذ تضع في اعتبارها اﻹعلان وخطة العمل المتعلقين بالتعاون في نصف الكرة الغربي لمنع اﻹرهاب ومكافحته والقضاء عليه، اللذين اعتمدهما في ليما في عام ١٩٩٦، مؤتمر البلدان اﻷمريكية المختص بموضوع اﻹرهاب،

(a) To promote the development of inter-American cooperation to prevent, Combat and Eliminate Terrorism;
)أ( الترويج لتنمية التعاون بين البلدان اﻷمريكية على منع اﻹرهاب ومكافحته والقضاء عليه؛

“Taking account of the Declaration and the Plan of Action on Hemispheric Cooperation to Prevent, Combat and Eliminate Terrorism, adopted during the Specialized Inter-American Conference on Terrorism held at Lima in 1996,
" وإذ تأخذ في حسبانها اﻹعلان وخطة العمل بشأن التعاون في نصف الكرة اﻷرضية لمنع اﻹرهاب ومكافحته والقضاء عليه المعتمدين خلال انعقاد مؤتمر الدول اﻷمريكية المتخصص المعني باﻹرهاب في ليما في عام ١٩٩٦،

11. Shall endeavour to promote and enhance bilateral, subregional and multilateral cooperation in police and intelligence matters to prevent, Combat and Eliminate Terrorism.
١١ - أن تعمل على تشجيع وتعزيز التعاون الثنائي ودون اﻹقليمي والمتعدد اﻷطراف في المسائل المتعلقة بالشرطة والاستخبارات بهدف منع اﻹرهاب ومكافحته والقضاء عليه.

2. Calls upon States, in accordance with international standards of human rights, to take all necessary and effective measures to prevent, Combat and Eliminate Terrorism;
٢ - تطلب إلى الدول، وفقا للمعايير الدولية لحقوق اﻹنسان، أن تتخذ جميع التدابير الضرورية والفعالة لدرء اﻹرهاب ومكافحته والقضاء عليه؛

This resolution calls upon States to take all necessary and effective measures, in conformity with international standards of human rights, to prevent, Combat and Eliminate Terrorism and urges thematic (...) working groups to address the consequences of terrorist acts, methods and practices in their forthcoming reports to the Commission.
يدعو هذا القرار الدول الى اتخاذ جميع التدابير الضرورية والفعالة وفقا للمعايير الدولية لحقوق اﻹنسان لدرء اﻹرهاب ومكافحته والقضاء عليه، ويحث اﻷفرقة العاملة المكلفة بمواضيع محددة على أن تعالج، في تقاريرها المقبلة إلى اللجنة، آثار أعمال الجماعات الارهابية وأساليبها وممارساتها.

4. Calls upon States to take all necessary and effective measures, in accordance with relevant provisions of international law and international standards of human rights, to prevent, Combat and Eliminate Terrorism, wherever and by whomever committed;
٤ - تدعو الدول إلى اتخاذ جميع التدابير اللازمة والفعالة، وفقا ﻷحكام القانون الدولي ذات الصلة والمعايير الدولية لحقوق اﻹنسان، لمنع اﻹرهاب ومكافحته والقضاء عليه أينما ارتكب وأيا كان مرتكبوه؛

62. Stresses the need to promote the fundamental principles of the rule of law and the need to strengthen further international cooperation between States and between regional organizations, international organizations and agencies and the United Nations in order to prevent, Combat and Eliminate Terrorism in all its forms and manifestations, wherever and by whomsoever committed, as well as its financing;
٢٦ - تؤكد ضرورة الترويج للمبادئ اﻷساسية لسيادة القانون والحاجة إلى زيادة تعزيز التعاون الدولي بين الدول وبين المنظمات اﻹقليمية والمنظمات والوكالات الدولية واﻷمم المتحدة، لمنع اﻹرهاب ومكافحته والقضاء عليه بجميع أشكاله ومظاهره، أينما يرتكب وأيا كان مرتكبه، وكذلك تمويله؛

" The ministers and the heads of delegation of the member States of the Organization of American States (OAS), meeting in Lima, Peru, at the Inter-American Specialized Conference on Terrorism, firmly resolved to achieve the overall objectives set forth in the Declaration of Lima to Prevent, Combat and Eliminate Terrorism, agree to the following Plan of Action:
" إن الوزراء ورؤساء وفود الدول اﻷعضاء في منظمة الدول اﻷمريكية المجتمعين في ليما ببيرو في مؤتمر الدول اﻷمريكية الخاص المعني باﻹرهاب، إذ يصرون إصرارا قويا على بلوغ اﻷهداف العامة الواردة في إعلان ليما لمنع اﻹرهاب ومكافحته والقضاء عليه، يوافقون على خطة العمل التالية:

23. Shall recommend to the General Assembly of the Organization of American States that it consider convening a meeting of experts to examine ways to improve the exchange of information among the member States in order to prevent, Combat and Eliminate Terrorism. "
٢٣ - أن توصي الجمعية العامة لمنظمة الدول اﻷمريكية بأن تنظر في عقد اجتماع للخبراء لدراسة وسائل تحسين تبادل المعلومات فيما بين الدول اﻷعضاء من أجل منع اﻹرهاب ومكافحته والقضاء عليه " .

The Inter-American Specialized Conference on Terrorism, held in Lima, Peru, in April 1996, had concluded with the adoption of the Declaration of Lima to Prevent, Combat and Eliminate Terrorism and the Plan of Action on Hemispheric Cooperation to Prevent, Combat and Eliminate Terrorism.
فمؤتمر البلدان اﻷمريكية المتخصص المعني باﻹرهاب، المعقود في ليما في نيسان/ابريل ١٩٩٦، قد اختتم أعماله باعتماد إعلان ليما لمنع اﻹرهاب ومكافحته والقضاء عليه وخطة العمل بشأن التعاون في نصف الكرة لمنع اﻹرهاب ومكافحته والقضاء عليه.

2. Calls upon Governments to take all necessary and effective measures, in conformity with international standards of human rights, to prevent, Combat and Eliminate Terrorism, and urges the international community to enhance cooperation in the fight against terrorism at the national, regional and international levels;
٢- تطلب إلى الحكومات أن تتخذ جميع التدابير الضرورية الفعالة، وفقاً للمعايير الدولية لحقوق اﻹنسان، لدرء اﻹرهاب ومكافحته والقضاء عليه، وتحث المجتمع الدولي على تعزيز التعاون على مكافحة اﻹرهاب على اﻷصعدة الوطنية واﻹقليمية والدولية؛
