٧٦ - ومضى قائلا إن وفده يؤيد اﻹلغاء التدريجي لمخطط الحدود، ويقبل بالرأي القائل بضرورة استعمال أسعار الصرف السوقية من أجل التحويل، ما عدا في الحالات التي تسبب فيها تقلبا أو تشويها مفرطا في إيرادات بعض الدول اﻷعضاء، وفي هذه الحالة ينبغي استعمال أسعار الصرف المعدلة وفق اﻷسعار.

73. The effect of shifting the base period from the present 7.5 years to 3 years or 1 year would be to require a one-time change in assessments amounting to some 1.5 to 2 percentage points in all, after eliminating the effects of phasing out the scheme of limits as already agreed by the General Assembly.
٧٣ - ويتمثل تأثير تغيير فترة اﻷساس من الفترة الراهنة البالغة ٧,٥ سنة إلى ٣ سنوات أو سنة واحدة في ضرورة إجراء تغيير لمرة واحدة في اﻷنصبة المقررة يصل إلى نسبة تتراوح من ١,٥ الى ٢ نقطة مئوية بعد التخلص من آثار اﻹلغاء التدريجي لمخطط الحدود على النحو الذي وافقت عليه الجمعية العامة بالفعل.

His delegation associated itself with other delegations which were in favour of the 50 per cent phase-out of the scheme of limits in one step in 1995, based on the Committee's calculations for 1997.

The Federal Republic of Yugoslavia is of the opinion, however, that instead of opting for a gradual phase-out of the scheme of limits, the Committee should have chosen a single step phase-out, which would have reduced Yugoslavia's assessment for the whole period of 1995-1997 by 0.04 per cent and would reflect the necessity of fair burden-sharing and financial soundness of the United Nations.
ولكن جمهورية يوغوسلافيا الاتحادية ترى أنه بدلا من اختيار اﻹلغاء التدريجي لمخطط الحدود، كان على اللجنة أن تختار اﻹلغاء في خطوة واحدة، وهو إجراء كان من شأنه أن يخفض النصيب المقرر على يوغوسلافيا عن كامل الفترة ١٩٩٥ - ١٩٩٧ بنسبة ٠,٠٤ في المائة، ويعكس ضرورة تقاسم العبء المالي على نحو منصف والسلامة المالية لﻷمم المتحدة.
