7. Calls upon all States to act strictly in accordance with the provisions of the present resolution, notwithstanding the existence of any rights or obligations conferred or imposed by any international agreement or any contract entered into or any licence or permit granted prior to the date of coming into force of the measures imposed by paragraph 4 above;
7 - يطلب إلى جميع الدول التقيد بأحكام هذا القرار بغض النظر عن وجود أي حقوق أو التزامات ممنوحة أو مفروضة بموجب أي اتفاق دولي أو أي عقد تم إبرامه أو أي ترخيص أو إذن ممنوح قبل تاريخ بدء نفاذ التدابير المفروضة في الفقرة 4 أعلاه؛

5. Requests the SecretaryGeneral to submit at the earliest possible date, but no later than 30 June 2011, draft Rules of Procedure and Evidence of the Mechanism, which shall be based on the Rules of Procedure and Evidence of the Tribunals subject to the provisions of the present resolution and the statute of the Mechanism, for consideration and adoption by the judges of the Mechanism;
5 - يطلب إلى الأمين العام أن يقدم في أقرب وقت ممكن، على ألا يتعدى 30 حزيران/يونيه 2011، مشروع قواعد إجرائية وقواعد إثبات للآلية يستند إلى القواعد الإجرائية وقواعد الإثبات الخاصة بالمحكمتين رهنا بأحكام هذا القرار وأحكام النظام الأساسي للآلية، لكي ينظر فيه قضاة الآلية ويعتمدوه؛

5. At the same meeting, the representative of the Russian Federation orally proposed an amendment to the draft resolution by which the phrase " subject to the provisions of the present resolution " in operative paragraph 2 would be deleted and the following four new operative paragraphs would be inserted:
5 - وفي الجلسة نفسها، اقترح ممثل الاتحاد الروسي شفويا إدخال تعديل على مشروع القرار بحيث تُحذف عبارة " رهنا بأحكام هذا القرار " الواردة في الفقرة 2 من المنطوق وتُضاف الفقرات الأربع الجديدة التالية إلى المنطوق:

18 - تؤيد أيضا، رهنا بأحكام هذا القرار ودون أن يشكل ذلك سابقة، توصيات اللجنة الاستشارية المتعلقة بالوظائف والموارد غير المتصلة بالوظائف والواردة في الفصل الثاني من تقريرها الأول عن الميزانية البرنامجية المقترحة لفترة السنتين 2014-2015؛

10. Endorses the conclusions and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions, subject to the provisions of the present resolution, and requests the Secretary-General to ensure their full implementation;

4. The Government of the United Arab Emirates has implemented Security Council resolution 1267 (1999), and all State ministries and institutions have been enjoined to comply with the provisions of this resolution.
إن حكومة دولة الإمارات العربية المتحدة قامت بتنفيذ قرار مجلس الأمن 1267 وتم إلزام جميع الوزارات ومؤسسات الدولة بالتقيد بأحكام هذا القرار.

10. In its resolution 63/261 on the strengthening of the Department of Political Affairs, the General Assembly endorsed the conclusions and recommendations contained in the report of the Advisory Committee on the strengthening of the Department of Political Affairs (A/62/7/Add.32), subject to the provisions of the resolution.

IV. Innocent third parties shall retain the usufruct which they hold by right in respect of property to which the provisions of this decision apply.
