ولكن المجتمع الدولي يحتاج الى تذكير نفسه بأن الفصل العنصري لم يستأصل من جذوره بعد، وإن عملية تعميم الديمقراطية في ذلك البلد لا بد أن تكتمل حتى يتمكن جميع مواطنيه من ممارسة حقهم في التصويت.
