Every Member State has a right to forbid entry to its territory, but the travel ban, as most recently reiterated in paragraph 1 (b) of resolution 1904 (2009), does not oblige " any State to deny entry or require the departure from its territories of its own nationals " .
ولكل دولة من الدول الأعضاء الحق في منع الدخول إلى أراضيها، ولكن حظر السفر، على نحو ما أُعيد تأكيده مؤخرا في الفقرة 1 (ب) من القرار 1904 (2009)، لا يلزم دولة بأن تمنع أيا من مواطنيها من دخول أراضيها أو أن تطلب منه الخروج منها.

(b) Prevent the entry into or transit through their territories of these individuals, provided that nothing in this paragraph shall oblige any State to deny entry or require the departure from its territories of its own nationals and this paragraph shall not apply where entry or transit is necessary for the fulfilment of a judicial process or the Committee determines on a case-by-case basis only that entry or transit is justified;
(ب) منع دخول أولئك الأفراد إلى أراضيها أو عبورهم لتلك الأراضي، شريطة ألا يكون في هذه الفقرة ما يلزم دولة بأن تمنع مواطنيها من دخول أراضيها أو أن تطلب منهم الخروج منها، وألا تسري هذه الفقرة إذا كان الدخول أو العبور ضروريا للوفاء بإجراءات قضائية ما، أو في الحالات التي تقرر فيها اللجنة، في كل حالة على حدة، وجود أسباب تبرر ذلك الدخول أو العبور؛

Furthermore, article 16 of the Convention obliges States to prevent the proscribed treatment; it does not create a positive duty to provide medical care should the authors allegedly not receive comparable medical care in their home country.

The Council reaffirmed the obligation of all States, pursuant to resolution 661 (1990) and subsequent relevant resolutions, to prevent the sale or supply to Iraq of any commodities or products, including weapons or any other military equipment, and to prevent the making available to Iraq of any funds or any other financial or economic resources, except as authorized by existing resolutions.
وأكد المجلس من جديد التزام جميع الدول، عملا بالقرار 661 (1990) والقرارات اللاحقة ذات الصلة، بأن تمنع بيع أو توريد أي سلع أو منتجات إلى العراق، بما في ذلك الأسلحة أو أي معدات عسكرية أخرى، وبأن تمنع إتاحة أي أموال أو أي موارد مالية أو اقتصادية للعراق، باستثناء ما يؤذن به بموجب القرارات القائمة.

They also reflect the worrying proliferation of weapons outside the authority of the State, and in this regard I call upon Member States to uphold their obligation under resolution 1701 (2006) to prevent the sale or supply of arms or related materiel to entities or individuals in Lebanon.
كما أنها تعكس انتشار الأسلحة خارج نطاق سلطة الدولة على نحو مثير للقلق، وأدعو في هذا الصدد الدول الأعضاء إلى الوفاء بالتزامها بموجب القرار 1701 (2006) بأن تمنع بيع أو توريد الأسلحة وما يتصل بها من عتاد إلى كيانات أو أفراد في لبنان.
