The Inspectors recommend that the executive heads of the United Nations system organizations should: (a) review the existing thresholds and delegation of authority to country offices for concluding IP agreements, bearing in mind the role of IP committees at the country level; and (b) amend threshold provisions as necessary to allow administrative flexibility while maintaining adequate controls in place to ensure compliance.
85- ويوصي المفتشان بأن يقوم الرؤساء التنفيذيون لمؤسسات منظومة الأمم المتحدة بما يلي: (أ) مراجعة العتبات القائمة ونظام تفويض السلطة للمكاتب القُطرية فيما يتعلق بإبرام اتفاقات مع شركاء التنفيذ، مع مراعاة دور اللجان القُطرية المعنية بشركاء التنفيذ؛ (ب) تعديل الأحكام المتعلقة بالعتبات، بحسب الضرورة، بما يحقق المرونة الإدارية مع الإبقاء على ضوابط مناسبة لضمان الامتثال.
