Despite differences, persons with all sorts of mental disabilities - intellectual or psychiatric - are vulnerable to many similar human rights abuses although, because of their varying ability to protect their own interests without assistance, persons with intellectual disabilities are often especially vulnerable.

1. Persons with intellectual disabilities are considered persons with disabilities if medical, psychological and functional tests prove that their disability permanently impairs their mental capacity to perform one or more essential personal or social daily activities and limits their inclusion in society.
1- يعتبر الأشخاص المصابون بإعاقات ذهنية من بين الأشخاص ذوي الإعاقة إذا أثبتت الفحوصات الطبية والنفسية والوظيفية أن هذه الإعاقة تؤدّي إلى نقص دائم في قدراتهم العقلية بما يحدّ من قدرتهم على أداء نشاط أو أكثر من الأنشطة الأساسية اليومية الشخصية أو الاجتماعية ويقلّص من فرص إدماجهم في المجتمع.

Since 2007, Inclusion International has participated in conferences held by UNICEF, UNESCO, WHO and the World Bank and has submitted papers about issues that affect persons with intellectual disabilities.

وتلاحظ أيضاً بقلق ارتفاع عدد بنات الروما اللاتي يتوقفن عن الدراسة أو يقصرن في التردد على المدارس مقارنة بغيرهن، ولا سيما في المناطق المستبعدة اجتماعياً، فضلاً عن عزل العديد من بنات الروما في المدارس المخصصة للتلاميذ المصابين بإعاقات ذهنية طفيفة.

25. The HR Committee reiterated its concern that the number of crimes punishable by death penalty had not been reduced and that executions had increased; that death row inmates were kept in solitary confinement and executed without prior notice before the day of execution, and in some cases, at an advanced age or despite having mental disabilities.
25- أعربت اللجنة المعنية بحقوق الإنسان عن قلقها مجدداً لأن عدد الجرائم التي يعاقب عليها بالإعدام لم ينخفض وأن تنفيذ هذه العقوبة تزايد؛ ولأن سجناء عنبر الموت يحتجزون في الحبس الانفرادي ويعدمون دون سابق إخطار، وفي بعض الحالات، في سن متقدمة أو رغم الإصابة بإعاقات ذهنية.
