In this respect, the Committee is of the opinion that the concerns expressed by the State party in its declarations are duly reflected in the relevant provisions of the Convention, and it expresses the view that retaining such declarations could lead to misunderstandings about the State party's commitment to implementing the rights covered by these articles.

To enable the Committee to obtain a complete picture of the situation of women in each State party as regards the implementation of the rights in the Covenant, this general comment identifies some of the factors affecting the equal enjoyment by women of the rights under the Covenant, and spells out the type of information that is required with regard to these various rights.

Therefore, even if they do not have a direct responsibility for creating conditions of poverty, or any motivation that can be regarded as legally culpable, it would be possible to say that the duty bearers are violating their obligations to fulfil the rights and therefore should be held accountable for their violation.

While taking note of the information provided by the State party regarding the number of convictions under the Criminal Code for offences committed on racial grounds, the Committee remarks the absence of descriptive information about the nature of cases relating to the enforcement of rights enshrined in the Convention.

8. The Committee is concerned that the broad nature of the reservations made by the State party to articles 14, 20 and 21 of the Convention may cause misunderstandings about the nature of the State’s commitment to implementing the rights covered by these articles.
