In the light of the growing needs of populations and the constantly diminishing water supply, disputes over the use of international watercourses were likely to proliferate. The international community should therefore establish a mechanism capable of settling such disputes at the technical level.
وقال إن المنازعات المتعلقة باستخدام المجاري المائية الدولية سوف تتضاعف ﻷن الموارد من المياه ما فتئت تنضب واحتياجات السكان منها تزداد باستمرار ولذا يجدر أن تكون للمجتمع الدولي آلية تتيح له فرصة تسوية هذه المنازعات على الصعيد التقني.

He stressed that while the articles of a general nature belonged in a framework convention, all the problems connected with the utilization of international watercourses could not be solved in one convention, as a number of special circumstances had to be taken into account.

64. With respect to the topic dealt with in chapter V of the report, namely, the Law of the non-navigational Uses of international watercourses, it was first necessary to decide on the form of the final document.
٦٤ - وفيما يتعلق بالفصل الخامس من التقرير المكرس للقانون الخاص باستخدام المجاري المائية الدولية لﻷغراض غير الملاحية قال إنه يجب أولا اتخاذ قرار بشأن الشكل الذي سوف تتخذه الوثيقة النهائية.

23. Turning to chapter IV of the report, he said that the draft articles bore an important relationship to the Convention on the Law of the Non-Navigational Uses of international watercourses, adopted in 1997 after a long and complex negotiating process.

4. Moreover, draft resolution A/C.6/51/L.16 on the non-navigational Uses of international watercourses, adopted at the 48th meeting, also had financial implications.

2. The Special Rapporteur, in his first report, A/CN.4/451, para. 11. raised the possibility of including " unrelated " confined groundwaters in the draft articles on the non-navigational Uses of international watercourses.

70. It is also worth noting that the International Law Commission, in its work on the non-navigational Uses of international watercourses, has stated in a general way the relationship between sovereignty and the duty of cooperation among States.
70 - ويجدر بالإشارة أيضا أن لجنة القانون الدولي أشارت بشكل عام، في عملها المتعلق باستخدام المجاري المائية الدولية في الأغراض غير الملاحية، إلى العلاقة بين السيادة وواجب التعاون بين الدول.

2. It was unfortunate that the 1997 Convention on the Law of Non-navigational Uses of international watercourses, to which Hungary was a party, had not yet entered into force because of the high threshold established in that connection.
2- وقال إن من سوء الحظ أن اتفاقية عام 1997، المتعلقة باستخدام المجاري المائية الدولية في الأغراض غير الملاحية، التي هنغاريا طرف فيها، لم تدخل حيز النفاذ بعد بسبب ارتفاع العتبة التي وضعت في هذا الصدد.

106. FAO announced the imminent publication of FAO Legislation Study No. 50, Treaties concerning the non-navigational Uses of international watercourses - Europe.
١٠٦- وأعلنت منظمة اﻷمم المتحدة لﻷغذية والزراعة أنها على وشك نشر الدراسة التشريعية رقم ٥٠ للمنظمة، بعنوان " المعاهدات المتعلقة باستخدام المجاري المائية الدولية في اﻷغراض غير الملاحية ـ أوروبا " .

43. Lastly, with regard to the Law of the non-navigational Uses of international watercourses, he said first of all that acceptance was an important consideration in deciding whether the draft articles should take the form of a framework convention or model rules.
٤٣ - وتحدث السيد كوتزيف في آخر كلمته عن القانون المتعلق باستخدام المجاري المائية الدولية في اﻷغراض غير الملاحية فوافق أولا على أن الاهتمام بالقبول اعتبار ذو ثقل حيث أن اﻷمر يتعلق بمعرفة الشكل الذي يجب أن يضفي على مشروع المواد هل هو شكل اتفاقية إطارية أو قواعد نموذجية.
