43. The Director of the Centre for International Crime Prevention brought to the attention of the Commission a number of documents related to the use and application of United Nations standards and norms in crime prevention and criminal justice.

In addition, the Council requested the Secretary-General to prepare a report, for submission to the Commission at its sixth session, on the desirability of establishing an inter-sessional working group, as well as to continue to coordinate the activities related to the use and application of the standards and norms.

٣٧- وقد قام مركز منع الجريمة على الصعيد الدولي أخيرا بإعداد دليل لمقرري السياسات عن تنفيذ الاعلان، وكتيب عن تحقيق العدل للضحايا، يتعلق باستخدام وتطبيق الاعلان، وذلك للمساعدة في إعداد سياسات وإجراءات وبروتوكولات تستجيب لحالات الضحايا، وتنفيذ برامج لخدمة الضحايا.

Finally, it was suggested that the Secretariat should make the information on the use and application of United Nations standards and norms in crime prevention and criminal justice available through the United Nations Crime and Justice Information network, in accordance with Economic and Social Council resolution 1997/32 of 21 July 1997.

14. Many speakers congratulated the Secretariat on the high quality of the draft questionnaires on the use and application of four United Nations standards and norms (E/CN.15/1994/CRP.5-8).
٤١ ـ وهنأ متكلمون عديدون اﻷمانة العامة على النوعية الرفيعة التي تتسم بها مشاريع الاستبيانات المتعلقة باستخدام وتطبيق أربعة من معايير اﻷمم المتحدة وقواعدها (E/CN.9/1994/CRP.5-8).

5. The Syrian Arab Republic reported that in the area of the use and application of the United Nations standards and norms in crime prevention and criminal justice, its criminal code of 1949 had been amended several times to keep abreast of international developments relating to combating crime.
5 - وأبلغت الجمهورية العربية السورية العربية أنه فيما يتعلق باستخدام وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية، عُدِّل قانونها الجنائي لعام 1949 عدة مرات لكي يجاري التطورات الدولية ذات الصلة بمكافحة الجريمة.

Pursuant to section I of Economic and Social Council resolution 2002/15 of 24 July 2002, adopted on the recommendation of the Commission at its eleventh session, the Secretary-General convened the Meeting of Experts on the Application of United Nations Standards and Norms in Crime Prevention and Criminal Justice.
وعملا بالباب الأول من قرار المجلس الاقتصادي والاجتماعي 2002/15 المؤرخ 24 تموز/يوليه 2002، الذي اعتمد بناء على توصية اللجنة في دورتها الحادية عشرة، دعا الأمين العام إلى عقد اجتماع للخبراء معني باستخدام وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية.

Mindful of the importance for Member States and intergovernmental and non-governmental organizations to use and apply United Nations standards and norms in crime prevention and criminal justice as important international principles in developing an efficient and fair criminal justice system, in particular in circumstances where the basic tenets of the rule of law are ineffective or absent or in post-conflict reconstruction,
وإذ يضع في اعتباره أهمية قيام الدول الأعضاء والمنظمات الحكومية الدولية والمنظمات غير الحكومية باستخدام وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية، بوصفها مبادئ دولية ذات أهمية تُسهم في وضع نظام عدالة جنائية يتسم بالفعالية والإنصاف، خصوصا في الظروف التي تكون فيها المعتقدات الأساسية لحكم القانون غير فعّالة أو غير موجودة، أو في مرحلة إعادة الاعمار بعد انتهاء الصراع،

Those lists are being used and applied by States unevenly and this has seriously diminished their effectiveness as a control measure.
