In 2003, the Prime Minister appointed a Delegate Minister for the Family and the Status of Women.

The Office of the Minister for the Family and the Status of Women oversees the various activities outlined in the Plan, with support from the relevant Government units using a series of:

Since 2002, the Delegate Minister responsible for the Family and the Condition of Women has been the lead agency responsible for the advancement of women and gender equality.

2. During the course of my mission, I held consultations with the Delegate Minister for the Family and the Status of Women, the Minister of Foreign Affairs, the Minister of National Solidarity, the Minister of Culture, the DirectorGeneral of National Security and other senior officials.

In this regard, the National Strategy to Combat Violence against Women, developed by the Delegate Minister for the Family and the Status of Women in consultation with other stakeholders, is a most promising initiative since it emphasizes a multipronged approach based on a human rights and empowerment perspective.

45. In 2006, The Delegate Minister for the Family and the Status of Women commissioned a national survey on violence against women, based on interviews with a sample of 2,043 women aged 1964 years.

According to a study by the Office of the Minister for the Family and the Status of Women, 33.5 per cent of all those in a sample of persons attacked in one way or another, said that they had not reported the incident, which represents 78 per cent of that population.

In particular, the Committee regrets the weak implementation of the National Communication Plan for the Promotion of Child Rights (2009-2011) developed by the Delegate Ministry in charge of Family and the Status of Women.

(b) Upgrade the office of the Delegate Minister for the Family and the Status of Women to a fullyfledged Ministry with the mandate to coordinate and monitor all Government action on gender equality and to initiate proposals to reform policies and laws, and provide adequate budget resources to the Ministry to carry out these functions;
(ب) ترفع مستوى الوزارة المنتدبة المكلفة بالأسرة وقضايا المرأة لتصبح وزارة كاملة الصلاحيات تناط بها ولاية تنسيق ورصد جميع الإجراءات الحكومية المتعلقة بالمساواة بين الجنسين وتقديم مقترحات لإصلاح السياسات والقوانين، وتزويد الوزارة بموارد كافية من الميزانية للاضطلاع بهذه المهام؛

(e) Require the Minister Delegate for the Family and the Status of Women, the Minister of National Solidarity, the DirectorGeneral of National Security and other relevant authorities to hold periodic roundtable meetings open to all women's rights organizations and other human rights groups to discuss any human rights challenges concerning women.
(ﻫ) تطلب إلى الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة، ووزير التضامن الوطني، والمدير العام للأمن الوطني وغير ذلك من السلطات المختصة عقد اجتماعات دورية منفتحة على جميع منظمات حقوق المرأة ومجموعات أخرى معنية بحقوق الإنسان لمناقشة أي تحديات في مجال حقوق الإنسان تتعلق بالمرأة.

75. As far as institutional mechanisms are concerned, mention may be made of the establishment in 2002 of the post of Assistant Minister responsible for the Family and the Condition of women, the establishment of a National Council for the Family and Women in 2006, and permanent incentives to the voluntary movement.
75- وفيما يتعلق بالآليات المؤسسية، تجدر الإشارة إلى استحداث منصب الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة في عام 2002، والمجلس الوطني للأسرة والمرأة في عام 2006، فضلاً عن التشجيع المستمر للحركة الجمعوية.

The State's commitment to fulfil its due diligence obligations in the areas of gender equality and non-discrimination is also illustrated by institutional mechanisms, such as the Delegate Minister responsible for the Family and the Condition of Women, the National Council for the Family and Women and the national strategy to combat violence against women.
37- يتجسد حرص الدولة على الوفاء بالتزامها بمراعاة الأصول الواجبة في مجالي المساواة بين الجنسين وعدم التمييز، أيضاً، في الآليات المؤسسية، مثل مصالح الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة، والمجلس الوطني للأسرة والمرأة، والاستراتيجية الوطنية لمكافحة العنف ضد المرأة.

In 2006, the National Council for the Family and Women, comprising representatives of ministries, departments and agencies, civil society organizations, professional associations and researchers, was created to support the work of the Delegate Ministry for the Family and the Condition of Women.
41- وفي عام 2006، أُنشئ المجلس الوطني للأسرة والمرأة، وهو يضم ممثلين للوزارات والإدارات والوكالات ومنظمات المجتمع المدني وجمعيات مهنية وباحثين، بهدف دعم عمل مصالح الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة.
