A.11 Pursuant to General Assembly resolution 57/306 of 15 April 2003, on the investigation into sexual exploitation of refugees by aid workers in West Africa, the Secretary-General promulgated specific prohibitions against sexual exploitation and abuse that are binding on staff.

Having considered the report of the Office of Internal Oversight Services on the investigation into sexual exploitation of refugees by aid workers in West Africa,

At the 45th meeting, on 28 March, the representative of Botswana and coordinator of the informal consultations on the item introduced, on behalf of the Chairman, a draft resolution entitled " Investigation into sexual exploitation of refugees by aid workers in West Africa " (A/C.5/57/L.61) and orally revised it as follows:

Draft resolution I, entitled " Report of the Secretary-General on the activities of the Office of Internal Oversight Services " , and draft resolution II, entitled " Investigation into sexual exploitation of refugees by aid workers in West Africa " , were both adopted by the Committee without a vote.

1. Pursuant to General Assembly resolutions 48/218 B of 29 July 1994 and 54/244 of 23 December 1999, the Secretary-General has the honour to transmit, for the attention of the General Assembly, the attached report, conveyed to him by the Under-Secretary-General for Internal Oversight Services, on the investigation into allegations of sexual exploitation of refugees by aid workers in West Africa.

The Secretary-General, for the purpose of preventing and addressing cases of sexual exploitation and sexual abuse, and taking into consideration General Assembly resolution 57/306 of 15 April 2003, " Investigation into sexual exploitation of refugees by aid workers in West Africa " , promulgates the following in consultation with Executive Heads of separately administered organs and programmes of the United Nations:
منعا لحالات الاستغلال الجنسي والاعتداء الجنسي ومواجهتها، ومراعاة لقرار الجمعية العامة 57/306 المؤرخ 15 نيسان/أبريل 2003 والمعنون " التحقيق في قيام عاملين في مجال المساعدة الإنسانية بالاستغلال الجنسي للاجئين في غرب أفريقيا " ، يُصدر الأمين العام بالتشاور مع الرؤساء التنفيذيين للهيئات والبرامج المدارة بصورة مستقلة التابعة للأمم المتحدة ما يلي:

166. The Secretary-General's report states that 2013 will mark a decade since the adoption of General Assembly resolution 57/306 on the investigation into sexual exploitation of refugees by aid workers in West Africa and the issuance of the Secretary-General's bulletin on special measures for protection from sexual exploitation and sexual abuse (ST/SGB/2003/13).
166 - جاء في تقرير الأمين العام أن عام 2013 يشهد مرور عقد من الزمان على اتخاذ قرار الجمعية العامة 57/306 عن التحقيق في قيام عاملين في مجال المساعدة الإنسانية بالاستغلال الجنسي للاجئين في غرب أفريقيا، وعلى إصدار نشرة الأمين العام عن التدابير الخاصة للحماية من الاستغلال الجنسي والانتهاك الجنسي (ST/SGB/2003/13).

13. The incoming Chairman of the Committee, His Excellency, Ambassador Fisseha Yimer (Ethiopia) paid tribute to the admirable work and example shown by the outgoing chair, His Excellency, Ambassador Johan Molander (Sweden), for his tireless efforts on issues such as the funding of UNHCR's programmes, and for his courageous leadership on the issue of allegations of sexual exploitation of refugees that had troubled the Committee so profoundly.
13- أشاد الرئيس الجديد للجنة، سعادة السفير فيسيهِا ييمر (إثيوبيا) بالأعمال الرائعة التي قام بها الرئيس المنتهية ولايته، سعادة السفير يوهان مولندر (السويد) والقدوة الحسنة التي أبداها، وأثنى على الجهود المثابرة التي بذلها دون كلل بشأن مسائل مثل تمويل برامج المفوضية، وعلى إدارته الشجاعة لمسألة الادعاءات بالاستغلال الجنسي للاجئين التي أزعجت اللجنة إزعاجاً شديداً.

40. Turning to the report of OIOS on the investigation into sexual exploitation of refugees by aid workers in West Africa (A/57/465), the African Group strongly condemned any form of sexual and/or commercial exploitation of women and children by some humanitarian personnel in refugee camps and by some peacekeeping personnel in mission areas.
40 - وبالانتقال إلى تقرير مكتب خدمات الرقابة الداخليــة عن التحقيق في قيام عاملين في مجال المساعدة الإنسانية بالاستغلال الجنسي للاجئين في غرب أفريقيا (A/57/465)، فإن المجموعة الأفريقية تدين بشدة أي شكل من أشكال الاستغلال الجنسي و/أو التجاري للنساء والأطفال من جانب بعض موظفي المساعدة الإنسانية في مخيمات اللاجئين وبعض موظفي حفظ السلام في مناطق البعثة.
