24 - وأشار إلى أنه ينبغي أن تفي الدول بالالتزامات المنوطة بها بموجب القانون الدولي والقانون الإنساني الدولي لمكافحة الإرهاب عن طريق محاكمة مرتكبيه أو تسليمهم ومنعهم من تنظيم أعمال إرهابية ضد دول أخرى من داخل أراضيها أو من خارجها، ومنع التحريض على ارتكابها أو تمويلها.
